Expires August 09, 2021. Pursuant to 15A NCAC 13B .0201(g), no later than April 27, 2021, the owner or operator must submit a request to the Section for permit review and must submit updated facility plans meeting the requirements of Rule 0.565 and .0566. PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS: 01 – Facility has required signage. 02 – Locking gates and fencing are used for security. 03 – Roads are constructed of all-weather materials. 04 – Edge of waste markers present. 05 – Cover logs were reviewed during this inspection. LCID has been covered recently. Be sure that all waste is covered monthly at a minimum. Small amount appears to be outside of cover requirements. This was discussed on the inspection report dated February 27, 2020 with Keith Bryant. 06 – Adequate cover material on-site. 07 – Facility now has more than one working face. If facility is using more than one working face, ALL must meet cover requirements. 08 – Brent Caudle and John College discussed this uncovered waste must be covered within 30 days. Could result in a Notice of Violation if keeps happening. 09 – A small amount of non-conforming waste needs to be removed as was also mentioned during the last inspection and documented on the February 27, 2020 inspection report. This also could result in a Notice of Violation if this activity continues to happen. 10 – Non-conforming waste consisted of coated cable, plastic pipes, sedimentation fabric and what appears to be truck clean out materials (beer bottles/cans, soda bottles/cans, manhole cover, plastic cups and Barnhill weight tickets. Drivers need to be educated on the proper disposal of these materials (waste). Dumpsters are provided at the concrete plant for these types of waste. 11 – A follow-up inspection will be conducted to ensure compliance has been met on items listed in bold above. 12 – John College and Brent Caudle both took digital pictures of the above items in need of addressing. Some of John’s pictures are attached to this report.
