Subject: Second Quarter Landfill Gas Monitoring Event - June 24, 2020
North Wake County Landfill - Wake County, North Carolina
Dear Lee:
SCS Engineers, PC (SCS) is pleased to submit the results of the Second Quarter Landfill Gas (LFG)
Monitoring Event for 2020, performed at the North Wake County Landfill (Permit No. 92-09) on June
24, 2020.
The monitoring was performed in accordance with 15A NCAC 13B.1626(4) at the compliance
boundary monitoring probes and on -site structures at the facility. At the facility property boundary,
the concentration of methane gas is not to exceed the Lower Explosive Limit (LEL) which is 5 percent
by volume (50,000 ppmv). Inside facility structures, the concentration of methane gas is not to
exceed 25 percent of the LEL (equivalent to 12,500 ppmv).
At each boundary compliance monitoring probe, SCS recorded the subsurface landfill gas (LFG)
composition (i.e., concentrations of methane, carbon dioxide, and oxygen) and pressure using a
GEM-5000 Infrared Gas Analyzer. Measurements inside facility structures were obtained at critical
locations such as conduit penetrations, junction boxes, floor drains, etc. using a Sensit Model No.
HXG-3P. The results of the boundary compliance probe and on -site structure monitoring are
attached as Exhibit 1. An executed copy of the NC Division of Waste Management - Solid Waste
Section, Landfill Gas Monitoring Data Form, documenting this event is also attached for your facility
records.
Monitoring was conducted at a total of 26 LFG monitoring probes and 4 on -site structures on June
24, 2020. Monitoring of the on -site structures did not record measurable methane concentrations
above the instrument detection level, which is below the regulatory limit. One LFG monitoring probe
at the Landfill (probe M-6R) exhibited methane concentrations greater than the regulatory
compliance threshold of 5.0 percent. Probe M-6R is located on the eastern side of the closed,
unlined cell. Upon detection, SCS immediately notified the County and all necessary steps were
taken to ensure protection of human health. It should be noted that no occupied structures are in
proximity to monitoring probe M-61R. SCS conducted monitoring of the nearby perimeter migration
and control system wells and noted that the system was operating under normal conditions. On June
25, 2020, Wake County personnel informed SCS that after several minutes of continued pumping of
probe M-6R with the gas analyzer, a reading below the compliance threshold was recorded. NCDEQ
was notified of this exceedance via electronic mail on June 25, 2020.

As required by 15A NCAC 13B Section .1626(4)(c)(iii), the Facility has implemented a LFG
Remediation Plan, most recently updated on July 12, 2007. In accordance with the plan, the
frequency for monitoring the impacted LFG probe (M-613) will be monthly and will continue until such
time that the probe has demonstrated compliant methane concentrations for three consecutive
months. At that time, the monitoring on the probe will revert back to a quarterly basis. Since
operational adjustments will be made to increase the LFG perimeter migration control system
effectiveness in accordance with the current LFG Remediation Plan, the County and SCS believe that
an update to the plan is not necessary at this time. However, if additional remediation efforts are
warranted based on subsequent monitoring results, the County will revisit the requirements to
update the existing LFG Remediation Plan.
Note that placing this letter report into the operating record satisfies the requirements of 15A NCAC
13B Section .1626(4)(c)(ii).
SCS will coordinate with the County to conduct the monthly monitoring at probe M-6R and will notify
Wake County of the proposed schedule for the Third Quarter LFG compliance boundary probe
monitoring event for 2020 (to be performed prior to September 30, 2020).
