(Cedar Rock) is pleased to submit this report describing activities and results for the in -place abandonment of the onsite UST located at 751 Lenhaven Street in Concord, North Carolina. The UST abandonment was performed on July 22, 2020. Included in this report are project documents consisting of a disposal manifest and photographic documentation. This report should be kept with other documents pertaining to the residential property. Soil contamination was detected beneath the UST during a site inspection performed on July 13, 2020. The release was reported to the Department of Environmental Quality (DEQ) using a UST- 61 form on July 17, 2020. Although the State no longer requires further assessment of the contamination, the State does require the filing of a Notice of Residual Petroleum (NRP) prior to conveying the property to another party. The NRP includes land use restrictions prohibiting any disturbance of site soils within a specified radius of the estimated extent of soil contamination, and prohibits the use or installation of any water supply wells on the property. Cedar Rock is in the process of filing the NRP. The DEQ will issue a Conditional Notice of No Further Action (NFA) letter within the next few days. Upon receipt of proof that the local officials and adjacent property owners have been notified of the release by receiving a copy of the Conditional NFA letter, and that the NRP has been filed, the DEQ will reissue the NFA letter with no conditions to officially close out the petroleum release incident. (Cedar Rock) was contacted by Mr. Joe Gaskey of Concord, North Carolina to abandon in -place an underground storage tank (UST) located at 751 Lenhaven Street in Concord, North Carolina. The UST was first inspected on July 13, 2020. An inactive UST was discovered to be located perpendicular to and centered approximately 10.3 feet off the western foundation wall of the house and about 29.0 feet north of the southwestern corner of the house. Both the fill and vent pipes of the UST were observed to be intact. The depth to the top of the UST is approximately 19 inches below land surface (bls). The UST has a length of about 92 inches with a diameter of approximately 41.5 inches and a capacity of about 560 gallons. The UST was measured to contain approximately 278 gallons of fluid. White flagging was used to mark the ends of the UST. No other USTs on the property were discovered using a metal detector to survey the outside perimeter of the residence where USTs are usually located. Two copper fuel delivery/return lines were observed in the basement extending from the foundation wall adjacent to the UST about 20 feet to where they were crimped closed near the former furnace location. No petroleum odor or staining was observed in the basement. Once the orientation of the UST was determined, a soil boring was performed at the eastern end of the UST using a 3.25-inch diameter stainless steel hand auger. The soil boring was advanced to a depth of approximately 6.1 feet bls, about 1.1 feet below the bottom of the UST. A strong petroleum odor and discoloration was observed in the soils from a depth of approximately 3.0 to 6.1 feet bls suggesting significant leakage from the UST has occurred. The native soil underlying the UST consists of a grayish brown micaceous sandy silt. 2.0 PROJECT The in -place abandonment of the UST was performed on July 22, 2020. The abandonment consisted of the hand excavation of the soils overlying the eastern end of the UST to expose the topside of the tank. A hole approximately 1.5 feet in diameter was then cut on the top of the UST to allow for removal of the tank contents, cleaning and visual inspection of the UST interior, and subsequent filling. The tank was pressure washed to remove all residual petroleum sludge. Residual oil in the fuel lines was also removed by vacuum. The fuel lines were removed from the basement area. Approximately 308 gallons of fluid and sludge (including rinsate) were removed from the UST. The fluid disposal manifest for the tank contents is included in Appendix A. After the interior of the UST was cleaned, the tank was then entirely filled with an excavatable flowable fill cement slurry. You will need to change Regional office to Raleigh on the UST review page if Mark will be approving the NRPs for filing. Everything looks good. Scott Bullock approved the groundwater language in the Joe Gaskey Property. However, the UST Section would not allow any water supply well to be installed downgradient of the plume of contamination if the owner were to request installation of a water supply well in the future. We'd like to take them with us on Wednesday for Mark to sign them in Raleigh. The NRP for the Joe Gaskey Property in Concord has an different version of the groundwater restriction. His property is currently using a community well located several hundred feet away on another property, however, Mr. Gaskey's property is large enough to where he could drill a well on his property greater than 150 feet from the petroleum release if he ever needed to. Caroline in Asheville told us to use this wording on a similar property up her way and I figured it might work well here, so please take a look at that. I have also attached our abandonment report for this site. The NRP for the Jill Harkey Property in Charlotte has to be filed a little prematurely. We are scheduled to remove the UST and excavate contaminated soils tomorrow, however, they are scheduled to close on Friday and we won't have lab results back by then to confirm if we cleaned up all of the contamination. Our clients are not willing to reschedule the closing date and so the NRP needs to be on file by Friday.
