The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The Permit to Operate shall expire April 12, 2021. Pursuant to 15A NCAC 13B .0201(g), no later than
November 12, 2020, the owner or operator must submit a request to the Section for permit review. Please

2. Proper signage was observed at the entrance of the facility.
3. The facility is permitted to receive solid waste generated within Rowan County and out of county waste within the
State of North Carolina. The facility receives waste from Cabarrus County, Davidson County, Davie County,
Iredell County, Gaston County, Forsyth County, Stanley County, Mecklenburg County, Guilford County, Wake
County, and Rowan County.
4. The facility accepts an average of 365 tons per day.
Operational Inspection of the MSW Landfill Unit
5. The facility is currently working in Phase 4.
6. Edge of waste markers were observed.
7. Working face was small and compact.
8. No unacceptable waste was observed.
9. The facility utilizes synthetic tarps as daily cover and soil once a week.
10. Facility staff was actively picking up windblown waste during the inspection.
Mulching and Grinding (T&P area)
11. Material is ground twice a year.
12. Mulch is not distributed to the public.
13. One pallet with painted ends was observed which was pulled by Mr. Sinclair to be used at the recycling center.
White Goods, Scrap Metal Collection and Bottle Glass
14. Area is well maintained.
15. White goods and scrap metal are loaded into a large roll -off container which is transported by the contractor to their
facility for CFC removal and recycling. The current contractor is Foil's Recycling, located in Harrisburg, NC.
16. The county has negotiated with Strategic Materials Inc. to use their facility glass bunker to temporarily store glass
from Strategic's routes. Once a month facility staff load a trailer to be picked up by Strategic Materials Inc. to be
recycled in Wilson, NC.

17. The area is well maintained and stored in U.S. Tire semi -trailers.
18. Scrap tire certifications are collected at the scale house and facility staff direct citizens to the tire collection area to
unload tires into the trailer.
Records Review — Due to COVID-19 field restrictions the following records were provided via e-mail.
19. Leachate is discharged by force main to the City of Salisbury WWTP. Leachate lines were videoed in May by
Jetclean.
20. Reviewed random inspection reports from May to September 2020.

1st Semi -Annual groundwater monitoring report sampled January 13-15, 2020
23. Methane monitoring was being performed as required. Reviewed 3' quarter 2019, 4t' quarter 2019, 1 st quarter 2020
and 2' quarter 2020.
