PURPOSE OF SITE VISIT: Routine / Pre-operational on new field
STATUS OF PAST NOTED VIOLATIONS: No violations noted on the previous inspection report.
OBSERVED VIOLATIONS:
NONE
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1) The required signage was present at Field 2.
2) The access road was in good shape.
3) Required markers were present.
4) No septage discharges noticed outside of the permitted boundaries.
5) Applications appeared to follow the nutrient management plan. No spot dumps or thick applications
noticed. Appears that Field 1 was being used heavily due to the coating of solids noticed on the
vegetation. Field 2 did not appear in use recently.
6) Fescue was present in both permitted fields. The fescue stand does need improvement. Some weed
control needed. Broadleaf weeds present in both fields. The new field (field previously permitted to Bill
McClain years ago) was marked to meet setback distances and GPS’d. Markers were placed while Connie
and myself were on site. The crop stand of fescue was not adequate enough to permit the field for
immediate use.
7) No objectionable odors noticed today. Slight odor noticed on Field 1 due to recent applications
8) No recent application noticed. pH not checked.
9) Setbacks for Fields 1 and 2 appear to be as the site was permitted. Tobacco was planted in the fields
bordering Field 2. There was a 50 ft distance between the permitted field and the tobacco field.
