ADDITIONAL COMMENTS
1. David Powell met David Lambert onsite to assist with touring facilities and do the inspection. Facility roads were in good condition. 2. Entrance sign at scale house is currently being updated. This is a good investment. Currently the sign at entrance meets requirements but is difficult to see the unapproved waste list for all facilities. Be sure new sign meets all requirements in all pe rmits. Good Job. 3. Traffic speed was mentioned in another inspection report last visit for Moore County’s access roads. This was a contributing factor to windblown, dust and it seemed a very busy road. Moore County has since implemented a reduction in speed limit from 25 MPH to 20 MPH. Signs have been updated along the road. Uncovered loads are
now being turned away. Money is being allocated to purchasing a “means” of controlling dust during dryer times. Good job.
4. There were some cracks observed in the tipping floor during this inspection. Staff should continue to monitor the floor and ensure repairs are made if necessary.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

5. Transfer station is being washed down twice a year now based on last inspection recommendations. Before was just once a year. This is good. However, washing down is needed based on conditions at the station to keep a cleaner station, reduce odors, vector attraction and a safer environment to work in and around. Last time was documented as 7/3/2020 and 7/4/2020 for completing the task.

6. Leachate collection grate at front of the WTS appeared to be open and was recently cleaned, according to Billy “Wormy” Dennis.
7. Recyclables have recently decreased. They are being sent Pratt Industries in Fayetteville NC. However, recyclables are deposited in a position open along the front of the facility, and can be affected easily by the wind. Methods (netting, fencing) to contain the waste inside WTS recycling area so that it doesn’t become windblown on the surrounding grounds should be considered. This may save staff time from having to collect the same waste two or three times etc.
8. Windblown was not an issue during inspection. Facility staff cleanup at end of day. Plastic netting/fencing has been added along outside perimeter of loop road around station. Also, inmates come about every 2 or 3 months,
were onsite during inspection, to walk roads and grounds to pick up additional windblown in between facilities that may have been missed. Good job.
15A NCAC 13B .0402 (7) Appropriate method shall be provided to confine material subject to be blown by the wind within the area. At the conclusion of each day of operation, all windblown material resulting from the operation shall be collected and returned to the area by the owner or operator. 9. The leachate tank, near loading bay was not leaking at time of inspection. Containment area around leachate tank was clean and didn’t contain any trash at the time.
10. Trailer bay had some trash but not a lot. There was no windblown or excessive buildup of waste in loading bay so that suggests its managed well. Good job. Please continue with your diligence in managing this. Be sure and collect each day, if not careful this could add windblown trash on the grounds and perimeter of the facility. Firefighting extinguisher was present in trailer bay as well. 11. Loaded trailers onsite were not leaking upon inspection and were covered. Good job. Be sure and keep an eye on the condition of the trailers to keep from having leaks in the future. 12. During last inspection waste had been collecting on ledges of the loading bay, between the walls, near the bottom. The metal siding was corroding where waste has built up on the beams. The metal siding was replaced and trash removed. Good job.

13. Certified operators with certificates were on wall inside office at the station. They consisted of: Mark Haynes, expires 2/3/2022; Jerry R. Davis Expired 2/27/2021; Clayton J. Smith expires, 11/3/2022; Billy Ray “Wormy”
Dennis, expires 2/3/2022; Lexy Thompson, expires 11/2/2022; Randy Smith, expires 2/3/2022;
14. Waste screening reports were viewed but only consisted of approved items. After speaking with “staff onsite,
they do encounter loads with unapproved waste and deny those loads. As discussed onsite, that is what this report is for, is documenting those events, not just approved loads. Please continue to screen loads but be sure and document loads that are rejected for unapproved wastes. This documents staff onsite are being vigilant in their screening and doing the job for the County.

15. Emergency Action plan was viewed while onsite. OSHA had reviewed on 7/9/2020.
16. Just inside gate at Moore County Landfill complex is the scale house and a convenience site to the right once you enter. Solid Waste Director David Lambert is considering moving this convenience site to outside fenced are and before entering the Landfill gate with scale house. The current convenience site will then be converted to a C and D overload and maybe a metal recycling. These seem like good ideas in regards to organizing traffic

and managing wastes. Less people going up top to the CDLF or to the T and P has obvious safety, windblown trash, wear and tear on road etc. benefits. The County will need to see what works best for their operations, but as a reminder, any changes to the site footprint and or site operations must be reported to and approved by the State permitting engineer. Also, to be sure and not to create something that conflicts with current approvals/permits that are already setup with the facilities currently approved. 17. Thank you for addressing the issues mentioned in previous inspections and making these improvements. This will benefit Moore County Landfill complex in many ways but also help maintain compliance. Please continue
with the momentum you have created on addressing problems at this site, and your others, as they arise in the future.
