The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
. 1. David Powell met David Lambert onsite to assist with touring facilities and do the inspection. Facility roads were in good condition. During inspection, Mr. Lambert and Mr. Powell road around perimeter of Closed MSW and atop
where conditions were dry and allowed. 2. Low and settled areas atop the MSW are still an issue. Staff should inspect the landfill cap frequently and once the vegetation has been mowed to ensure there is no ponding water over waste and that there is positive drainage over
cap. When ponding water is observed be sure to check for leachate seeps along the slopes and toe of the landfill. Areas of subsidence should be repaired by adding necessary soils when conditions allow to prevent ponding water. Repaired areas should be graded to ensure positive drainage of water from the LF cap and properly seeded and mulched to establish permanent vegetative cover sufficient to restrain erosion. Some areas of concern were addressed, pictures below, since last visit with soil being added. Discussions of addressing the slowly settling cap,
over a larger area, of the Closed MSW were to start moving soil and grading and begin tackling this problem before becomes bigger issue.
3. EOW markers were visible and additional ones recently installed. Permanent edge of waste markers need to be maintained around all landfill footprints. After onsite discussion with Mr. Lambert, staff needs to confirm, and if so cut trees/shrubs and remove root balls, that the EOW boundary markers along the North are in proper placement. Still some small trees that can be cut by hand need to be removed from within the waste foot print. Some tress had been cut, but if larger than six inches the root ball needs removing and soil replaced. Please wait until it is dry to do the mowing/repair to ensure the integrity of the cap. Vents need vegetation removed before become an issue. Some groundwater and gas sampling data was reviewed.

4. The yard waste mulch can be used to establish vegetation and erosion control in bare areas on the Closed MSW, but cannot be over applied, four inches or less and suggest mixing with soil, or used to fill in low areas. A large area of thickly applied mulch was present on top of LF for some time, but it has since been spread thinner and reseeded. Upon inspection, the mulch did seem to have been moved around and spread thinner, enough so vegetation was able to establish better. Keep an eye on this area and ensure continues to improve and doesn’t settle. Good job.
5. It was recommended that the perimeter of the facility outside the EOW is periodically inspected for seeps or releases. Since our last visit Moore County Landfill has initiated a weekly inspection sheet/checklist about the first of September. These inspections outline riding perimeter CDLF T and P, Closed MSW, looking for settling
leachate etc. Good job.
