Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. David Powell met David Lambert onsite to assist with touring facilities and do the inspection. Facility roads were in good condition. 2. During last inspection, it was mentioned that electronics storage in roll offs, just inside entrance to facility, just inside gate beyond scale house, needed covers. Covers were added, good job. Be careful of leachate in future if covers are torn or not secured properly. 3. Traffic speed was mentioned in another inspection report last visit for Moore County’s access roads. This was a contributing factor to windblown, dust and it seemed a very busy road. Moore County has since implemented a reduction in speed limit from 25 MPH to 20 MPH. Signs have been updated along the road. Uncovered loads are now being turned away. Money is being allocated to purchasing a “means” of controlling dust during dryer times. Good job. Before you get to transfer station, on left, or proceed to CDLF/T and P on right, there is an area for White Goods (WG), glass recycling and scrap metal. This area is still being discussed on the improvements that need to be made to address the issues its having. Onsite conversation with David Lambert, details possible concrete pad for storing WG’s and extending the cover, while removing current soil under scrap metal area, add new soil and regrade. Be careful of removing and disposing of this soil which may have contaminates from the materials stored over it. Also, be mindful of standing water and leachate. Remember waste cannot be stored in water. This is an area which need attention soon. White Goods CFC’s are not removed onsite, so they are all stored upright together until a contractor removes the CFC’s after they come and remove the WG’s from the site. Permit stated before that a 300-foot by 300-foot gravel pad would be used for staging the WG’S. Be sure and submit any changes to permitting. 5. Nearby are two trailers onsite for tires, one getting filled and one on standby until the first is full. 6. The area just beyond the scrap metal area on the left, was a problem area last inspection. Old yard waste mulched material had been stockpiled here for years, and had become overgrown. Mr. Lambert stated he had spoken with the Sections Donna Wilson on how to sample the material. He indicated it had been sampled, and passed. Most has been removed. More soil will be brought in and this area may become a Disaster Debris Storage site in future if meet requirements and it is requested. Suggest grading to ensure storm water is not standing in this area but is managed properly onsite. May need to consult DELMR but also check Erosion and Sedimentation Control Requirements, Attachment 2, Part 1, (5) to see what may be relevant. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 4 of 7 7. Future barrow pit area has been logged, cleared and the vegetative material burned. 8. At the time of this inspection on the CDLF, working face appeared to be less than one half acre. Good job. At the time of this inspection, waste was being dumped at the top of the landfill and then pushed down slope to cell 5. Metal roll off containers are on top CDLF for unapproved waste. Mixing mulch material with soil to use as alternative cover. 9. Areas along North side of CDLF were being repaired with soil while onsite for possible seep. There were still some rills and eroded areas on south side mostly but other areas as well. Please continue to address these as they occur. Remove any shrubs or trees within EOW, if larger than six inches remove root ball as well. Erosion on slopes shall be repaired before seeding. Suggest Winter Rye with fall/winter coming and then seed permanent grass in spring. Vegetation shall be established in accordance with 15A NCAC 13B .0542 (f) (2) – Except as provided in Subparagraph (3) of this Paragraph, areas which will not have additional wastes placed on FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 5 of 7 them for three months or more, but where final termination of disposal operations has not occurred, must be covered and stabilized with vegetative ground cover or other stabilizing material. North side South side – road is now more passible around perimeter. 10. EOW markers were more visible around CDLF with recent mowing. Monitoring wells were more visible, however, MW3576/MW11DR on North side along roadway, had recently had the casing/cover replaced from an accident with a mower. Good job. Please keep eye on these. GP16A, MW16, MW4252/MW135-R, MW4252/MW13-DR, MW3576/MW11DR were viewed during inspection. All wells were found locked; however, the new casing was missing the required information. Be sure and complete according to permit requirements. Some groundwater and gas sampling data was reviewed. Permit Attachment 2, Part 1, 13 - Any modification to the approved water quality monitoring, sampling, and analysis plan must be submitted to the Section Hydrogeologist for review. The exact locations, screened intervals, and nesting of the wells must be established after consultation with the Section Hydrogeologist at the time of well installation. Each groundwater and landfill gas monitoring well must be surveyed for location and elevation. Each groundwater and landfill gas monitoring well must have an identification plate permanently attached to the well, in accordance with 15A NCAC 2C .0108. The permittee must maintain the integrity of all groundwater and landfill gas monitoring wells, including making repairs to well heads, covers, and surface pads and make sure all wells are locked. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 6 of 7 Left has been repaired. Make sure well information is completed on the casing. 11. Last inspection it was mentioned that the facility should be adequately staffed to ensure all operational areas are covered so that the landfill is operated and maintained in compliance with the solid waste rules and permit conditions. There are new staff onsite, equipment operator and a truck driver. New equipment onsite, rental dozer, until new used dozer arrives. Also, inmates come about every 2 or 3 months, were onsite during inspection, to walk roads and grounds to pick up additional windblown in between facilities that may have been missed. Good job. 12. Just inside gate at Moore County Landfill complex is the scale house and a convenience site to the right once you enter. Solid Waste Director David Lambert is considering moving this convenience site to outside fenced area and before entering the Landfill gate with scale house. The current convenience site will then be converted to a C and D overload and maybe a metal recycling. These seems like good ideas in regards to organizing traffic and managing wastes. Less people going up top to the CDLF or to the T and P has obvious safety, windblown trash, wear and tear on road etc. benefits. The County will need to see what works best for their operations, but as a reminder, any changes to the site footprint and or site operations must be reported to and approved by the State permitting engineer. Also, to be sure and not to create something that conflicts with current approvals/permits that are already setup with the facilities currently approved. 13. Since our last visit Moore County Landfill has initiated a weekly inspection sheet/checklist about the first of September. These inspections outline riding perimeter CDLF, T and P, Closed MSW, looking for settling leachate etc. Good job. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 7 of 7 14. S and M E is now the consultant for Moore County and does the ground water and gas wells. Golder still does Cell 6 for Moore County. 15. Corrective measures are necessary at this site based on observations during this inspection. Mr. Lambert discussed the considerable amount of additional funding being spent onsite to address a lot of upgrades and fixes, add new staff, newer equipment and removing mulched material that has been stockpiled for numerous years onsite. Some of these issues have been compounded over the years. Many improvements have recently been made and considerable progress in responding to the concerns inspection staff have mentioned in reports over the years and especially recent reports. Thank you for addressing these issues and making these improvements. This will benefit Moore County Landfill complex in many ways but also help maintain compliance. This will allow future problems to not be so compounding, since you are not already “behind the 8 ball” so to speak. Please continue with the momentum you have created on addressing problems at this site, and your others, as they arise in the future.
