STATUS OF PERMIT:
Active. The Small Type I Facility currently operates under active Yard Waste Notification (YWN) #11-012.
PURPOSE OF SITE VISIT:
Comprehensive Facility Inspection.
STATUS OF PAST NOTED VIOLATIONS:
None.
OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. Per the YWN-11-012 Facility Renewal form (submitted on 5/12/20), the facility notified the Section it would accept
land clearing debris including tree limbs and branches; and yard trash including leaves, brush/shrubs, and other yard
trimmings.

2. Site access is located off Hardesty Lane in Buncombe County, NC. Site access is well controlled.
3. Site access roads were maintained during this inspection. Since the previous inspection, a gravel entrance (mud mat)
had been installed/maintained at the entrance to the facility.
4. All minimum buffer requirements appeared to be maintained during this inspection.
5. The facility operational area appeared to occupy less than 2-acres during this inspection.
6. During this inspection, the amount of processed and unprocessed material on -site appeared to total less than 6,000
cubic yards (photo #1).
7. During this inspection, minimal plastic and paper debris was observed on -site. As discussed post -inspection, continue
to maintain waste screening efforts at the facility.
8. Surface water appeared to be diverted from all operational and storage areas at the site. Since the previous inspection,
additional filter stone appeared to be maintained at appropriate locations to control surface water at the site. Continue to
maintain diversion measures for surface water control(s) at the site as necessary.
9. Continue to maintain access around the processed and unprocessed material areas at the site for hot load and/or fire
control.
10. Continue to maintain all erosion control measures at the site as necessary.

12. Post -inspection, on October 12th and October 13th, 2020, site operations were discussed with Jes Foster, Solid Waste
Manager - City of Asheville. As discussed, since approximately 2015, the city's Azalea Road YWN Facility has served
as a temporary holding site (leaves) for an adjacent permitted compost facility. Per agreement, the permitted compost
facility managed and utilized the city's YWN material for their on -site composting operations. Additionally, as
discussed, the adjacent permitted compost facility is in the process of moving to another site location, and will no longer
manage the material and maintain temperature records for the city's Azalea Road YWN Facility. As requested post -
inspection, when the adjacent compost facility has ceased operations at this location, please submit an updated YWN
Facility Renewal Form to the Section which describes the compost and mulching processes for the Azalea Road YWN
Facility (YWN-11-012). The YWN Facility Renewal Form can be accessed at the following link:
