Hamela or Project Geologist Date: October 13, 2020 L Y NOT VALID UNLESS THIS DOCUMENT BEARS THE SEAL OF THE ABOVE -NAMED LICENSED PROFESSIONAL Monitoring Well Installation and Abandonment www_scsengineefs.com Page 1 2.0 INTRODUCTION On behalf of the Buncombe County Solid Waste Department, SCS Engineers, PC (SCS) hereby submit this report detailing the installation of groundwater monitoring wells MW-17R, MW-17DR, and landfill gas (LFG) monitoring well M-12R, and the abandonment of groundwater monitoring wells MW-17, MW-17D, and LFG well M-12 at the Buncombe County Landfill. Initial LFG screening results and groundwater analytical data are also presented in this report. The landfill is located at 85 Panther Branch Roach in Alexander, Buncombe County, North Carolina, and is operated by Buncombe County Solid Waste Department. The Site operates under Solid Waste Permits 1107-CDLF-1998 and 1107- MSWLF-1996. The site location is depicted on Figure 1. In accordance with Solid Waste Rules and the approved Water Quality Monitoring Plan submitted by Bunnell-Lammons Engineering, Inc. (BLE) on January 20, 2017 (DIN 28513), 2 groundwater monitoring wells were abandoned and re -installed and one LFG monitoring well was abandoned and re -installed in support of Phase 7 CDLF expansion. 3.0 MONITORING WELL CONSTRUCTION The monitoring well installations began August 24, 2020 and were completed on September 14, 2020. Boreholes were advanced using a Mobile Drill B-57with 6.25-inch hollow stem augers and/or a 6-inch air hammer and tooling. The groundwater monitoring wells and LFG well were constructed with 2-inch Schedule 40 PVC slotted well screen and well casing with a sand filter (GP-1) pack and bentonite seal. The wells were finished with a 2-ft X 2-ft concrete pad, above ground steel cover with lock, and protective bollards. MW-17R, and MW-17DR were developed by SCS personnel using a submersible pump discharging purge water to the ground until visibly clear of sediment. Approximately 25 gallons of water were purged from MW-17R, and 30 gallons of water were purged from MW-17DR during well development. 4.0 MONITORING WELL ABANDONMENT The monitoring well abandonments began August 24, 2020 and were completed on September 14, 2020. The monitoring wells were abandoned by over drilling using a 6-inch air hammer and tooling. The boreholes were advanced to the total depth of the wells and the resulting open boreholes were tremie grouted to ground surface. The locations of the replacement and abandoned monitoring wells and LFG well are depicted on Figure 2. Monitoring well constructions and boring logs are provided as Attachment A. An as -built survey of the newly installed monitoring wells was conducted by Ed Holmes & Associates Land Surveyors, PA on September 24 and October 1, 2020. Survey coordinates, elevations, and monitoring well construction details are provided in Table 1. Field notes and equipment calibration from the monitoring well installations are provided in Attachment B. A photo of the finished surface completion of M-12R, MW-17R, and MW-17DR is provided in Attachment C. Installations and abandonments were performed by Innovative Environmental Technologies (IET), a North Carolina Certified Well Contractor. Oversight of the installations and abandonments was performed by a NC Licensed Geologist. The well construction records (GW-1s) and well abandonment records (GW-30s) generated by IET are provided in Attachment D. Monitoring Well Installation and Abandonment www.scsengineers.com Page 2 5.0 INITIAL SAMPLING AND SCREENING RESULTS On September 14, 2020 SCS personnel collected initial samples from monitoring wells MW-17R and MW-17DR. Groundwater was purged and samples were collected from the monitoring wells using low -flow sampling procedures. Samples were collected in general accordance with the Solid Waste Section Guidelines for Groundwater, Soil, and Surface Water Sampling. During purging, measurements were taken of conductivity, dissolved oxygen (DO), oxygen reduction potential (ORP), pH, temperature, total dissolved solids (TDS), turbidity, and water level. Samples were collected after stabilization of field parameters was achieved. Recorded field parameters and additional observations pertaining to the sampling locations are provided in Attachment B. All groundwater samples were placed into laboratory -supplied sample bottles by personnel wearing a new pair of nitrile gloves. All reusable sampling equipment was properly decontaminated between sampling locations. Disposable sampling equipment and materials were discarded after each use. Following collection, each groundwater sample was immediately placed on ice in a sample cooler for delivery to Pace Analytical Laboratories, Inc. (Pace), North Carolina certified laboratory located in Huntersville, North Carolina. Proper chain -of -custody documentation practices were followed during collection and transportation of the samples. Chain -of -custody provides details of the laboratory analyses requested and performed on the samples. The laboratory analytical report and chain -of - custody documentation are provided in Attachment E. All collected samples were analyzed in the laboratory for volatile organic constituents and metals listed in Appendix I of the 40 Code of Federal Regulations (CFR) Part 258 (Constituents for Detection Monitoring), as well as alkalinity, chloride, iron, manganese, mercury, sulfate, and tetrahydrofuran. Constituents detected above the method detection limit (MDL) are provided and compared to the North Carolina Groundwater Protection Standards (GWPS) in Table 2. The only constituent detected above the applicable GWPS was total chromium in monitoring well MW-17R. The concentration detected suggests a naturally occurring background concentration. It should be noted that the reported concentration of total chromium in MW-17R (26.2 ug/L) is less that the highest reported concentration of total chromium (39 ug/L - MW-15D) from the last groundwater sampling event for the CDLF in April 2020. Additionally, in MW-17R, pH was reported at 6.07 and was outside the GWPS range of 6.5 - 8.5. This value is consistent with the pH values reported in the last groundwater monitoring event for the CDLF in April 2020. On September 14, 2020, Buncombe County personnel collected screening data from M-12R using a LandTec GEM 5000+. Screening was performed in general accordance with the approved Landfill Gas Monitoring Plan, prepared by Bunnell-Lammons Engineering, Inc. (DIN28514) and the Solid Waste Section Landfill Gas Monitoring Guidance (November 2010). The data from the initial screening of M-12R is provided as Table 3. No explosive gases or hydrogen sulfide were detected in the initial screening of M-12R. This report serves as the required certification of the well installations and abandonments.
