Dear Mr. Harrell:
The North Carolina Department of Environmental Quality (DEQ) Brownfields Program has recently negotiated a Brownfields Agreement (BFA) with you for the above-referenced property. A
phased redevelopment of the Brownfields Property is planned with includes six buildings in Phase I and two buildings in Phase II. As part of our evaluation for this BFA, we received
and reviewed the Vapor Intrusion Compliance Request for Phase I Buildings GlaxoSmithKline – North Campus (Hart & Hickman, September 16, 2020), Additional Brownfields Assessment Report
(Hart and Hickman, September 16, 2020), and the Brownfields Assessment Report (Hart and Hickman, September 25, 2019).
DEQ Brownfields reviewed the analytical data and pressure monitoring data provided in the above-referenced reports, and evaluated the analytical data using the DEQ Risk Calculator relative
to Buildings 1 – 6 in Phase I. The results of this evaluation were below the DEQ non-residential use threshold. Based on the available data, DEQ Brownfields has determined that the
proposed Phase I building locations as detailed in Vapor Intrusion Compliance Request for Phase I Buildings GlaxoSmithKline – North Campus (Hart & Hickman, September 16, 2020) are in
compliance with Land Use Restriction 15.h.i. of the recorded BFA without the need for any vapor intrusion mitigation systems in the proposed buildings.
Please note that the proposed buildings locations in Phase II of the redevelopment, or any changes in the proposed building locations in Phase I, will warrant additional evaluation by
DEQ to determine if vapor intrusion mitigation would be warranted.
Please be advised that this letter from DEQ Brownfields does not waive any applicable requirement to obtain any necessary permits, licenses or certifications which may be required from
