OBSERVED VIOLATIONS: NA
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS 1. Reason for visit was to follow up on a fire notification. Fire was on 9/20/2020 and the notification was sent on 9/21/2020. When the notification was filled out it was put under the transfer station permit incorrectly. The
mulch/composting operation is currently a Yard Waste Notification. Someone saw the fire, reported it and fire department responded and put it out within about 30 minutes, based on speaking with Bryant Leggett. 2. Compost logs, including map of piles, date created and temperature were viewed while on site.

3. Yard Waste is being composted in 4 windrows. The material was being moved by Simmons and Simmons, transported to Old Castle” to compost into soil. Fire was in pile to the right in picture below. Fire was put out in approximately 30 minutes, according to Mr. Leggett. No leachate, from firefighting, seemed to be leaving
site during inspection.
4. Pallets, chipped pallets and yard waste are being managed well. Signage directing to each stockpile and chipping yard waste and putting into windrows. 5. Be mindful of unacceptable waste, colored wood/pallets.
