The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS 1. Bryan Leggett and David Powell walked to the top on southern side, road around the perimeter of the Closed
MSW, and road across the cap in the middle and to the east and viewed most of the closed MSW. 2. Most on top and southern side is well maintained and is being mowed regularly. The entire MSW needs this attention and care.
3. The northern side around the perimeter had many shrubs and some small trees growing. These areas have
steeper elevations but still this must be maintained as well and well enough to allow for frequent visual inspections. This is necessary for managing the cap, looking for any settling, or potential leachate releases. Ideas for mowing were discussed onsite. This needs to be addressed immediately, but when weather and conditions allow of course. Trees and root balls should be removed, soil replaced, grass established and maintained. Perimeter road should be usable for inspecting the LF.

4. Environmental 1 Inc. does the ground water sampling for Richmond County. Monitoring well data for April 2020 was reviewed.
5. Edge of waste markers in place along perimeter as we rode perimeter.
6. Monitoring well 3 was viewed while riding perimeter. The lock was on ground and the well was not secured. These should be checked regularly just like the Closed MSW. Keeping these locked will ensure no contaminants get into the well and distort any true readings from the ground water sampling. Mr. Leggett locked
the well before proceeding.
