STATUS OF PERMIT: Permit to operate issued October 5, 2015. Permit onsite states that it will expire October 5, 2025.
PURPOSE OF SITE VISIT: Comprehensive Inspection

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS 1. The purpose of this inspection was to conduct a comprehensive inspection of the transfer station, and to follow up of a recent fire (9/21/2020) in the Yard Waste Notification area.
2. Yard waste/mulching area is now YWN-77-001 and not associated with the Transfer Station. This may change in the Life of Site permit. Be mindful of the changes by communicating with Waste Management Permitting Section. Fire report has been sent to David Powell after notification and is now uploaded to Laserfische. Someone saw the fire, reported it and fire department responded and put it out within about 30 minutes based on
speaking with Bryant Leggett. 3. The facility is permitted to receive solid waste generated within Richmond County. Waste is transferred to Uwharrie Environmental Regional MSW Landfill for disposal.
4. Records reviewed included: Operations plan, permit, previous inspections, staff certification, waste screening documents, and monthly solid waste summary reports. Waste screening records were done by Uwharrie.

5. Mr. Leggett thought he had submitted a request to the Section for permit review (Permit Attachment 3, Part I., #1). Upon looking this was mistaken for the annual report, so it was done while inspector was onsite. Richmond County had updated pertinent facility plans, operations plan includes everything, and submitted to Ming Chao for review.
6. Staff certifications – Transfer Station Operations Specialist Clayton Smith expires November 3, 2022; Randy Smith expires February 3, 2022; Jerry Davis expires February 27, 2021; Billy Beaman Jr. expires February 26, 2022; Lexy Thompson expires November 13, 2022.

7. Tipping floor has been repaired and a new loader onsite. Good job. Operations were halted temporarily so the tipping floor could be inspected.
8. Walk-around area, behind push walls, was clean and orderly. Good job.

9. Area around truck bay was clean and well maintained. Good job.
10. Windblown waste was well managed at time of inspection.
11. An HHW event was scheduled for April 2020 but was cancelled due to Coronavirus. Another will be scheduled
for next April 2021.

12. Between Transfer Station and main office, there is a convenience site which has tire collection containers, cardboard collection and white goods/electronics pick up.
13. White goods, electronics, and cardboard collection (Convenience site cont’d).
14. A new Temporary Disaster Debris Site (TDDS) site was discussed and Mr. Leggett. He will send the information after reviewing Waste Management’s TDDS site. Inspector will visit purposed site and communicate on findings concerning if site meets requirements for approval at a later date in near future.
