You need to submit a written permit renewal application including 1. Facility Plan. a. If you do not plan expand the disposal cell into Phase 2 (app. 10.42 acres insize) and continue to use the Phase 1 (app. 9.1 acres in size) for waste disposal, you need provide (fill out the blanks) the following info: Phase In-place waste (cubic yards)as of 2020 Remaining capacity (cubic yards) 1 Phase 1 has an approved capacity of 200,000 cubic yards b. If you plan to Phase 2 expansion/construction of new disposal area, you needto provide additional info below: i. Submit the as-built drawing (s) prepared by a licensed NC surveyor andcertified by a NC professional engineer to show the Phase 2 landfill base grades including both topo/layout & two cross sections, which must be 4-feet abovethe seasonal high of groundwater table (Rule 15A NCAC 13B. .0564(8) - Waste in landfills with a disposal area greater than two acres shall be placed a minimum of four feet above the seasonal high water table, except where an alternative separation is approved by the Division.ii. Comply with the Pre-operational permit conditions in the permit dated10/30/2018 (FID 1257368). 2. Operations Plan. Following the requirements of Rule 15A NCAC 13B.0565(4) & .0566- An operational plan addressing the requirements under Rule .0566 of this Section and containing the following information shall be submitted with the application for a proposed Land Clearing and Inert Debris (LCID) landfill: (a) Name, address, and phone number of individual responsible for operation and maintenance of the facility. (c) Description of systematic usage of disposal area, operation, orderly development and closure of the landfill. (d) Type, source, and quantity of waste to be accepted. (e) An emergency contingency plan, including firefighting procedures. The Rule .0566 is attached for your reference. Any non-disposal operations – passive composting, concrete crush, mulch (yard wastegrinding) shall be properly described in the Operations Plan. In a minimum, youshould provide the following info: 1. Passive compost shall follow Rule .1402 (g)(2). 2. Yard waste collection shall following Rule .1402(g)(1). 3. Concrete crushing shall follow Rule .0302. 4. The location of each unit (including acreage) should be added to theSite Plan drawing. 5. 75% of all recovered/recycled wastes (by wight or volume) must beutilized or removed off-site annually per NCGS 130A-390.05(c). 3. Closure and Post-closure planThe closure requirement is in Rule 15A NCAC 13B .0566(5) & (7) – .0566(5) - 120 calendar days after completion of any phase of disposal operations, or upon revocation of a permit, the disposal area shall be covered with a minimum of one foot of suitable soil cover sloped to allow surface water runoff in a controlled manner. The Division may require further action in order to correct any condition which is or may become injurious to the public health, or a nuisance to the community. .0566(7) - Provisions for a ground cover sufficient to restrain erosion must be accomplished within 30 working days or 120 calendar days upon completion of any phase of landfill development. New Closure & Post-Closure Care will be required in the new rule to be adopted inJanuary 2021. The Rule is attached for your reference. Send all suspicious email as an attachment to report.spam@nc.gov Mr. Chao, it came to our attention yesterday, Mr. Kirchner, during his inspection for compliance, indicated that we need to renew our permit for Guilford County 41-J, (5 year renewal) Heritage Farm Properties LLC, LCID landfill 2124 Scalesville Road Summerfield, N.
