As promised, via this email message, Iam sending you the official notification that the permit to operate City of Hamlet Land Clearing andInert Debris (LCID) Landfill, Permit No. 77A-LCID-1981 expired on November 07, 2019. It isimperative that the City of Hamlet (the City), the owner and operate of the landfill shall have thecurrently valid permit to operate the solid waste management facility according to Rule 15A NCAC13B .0201(c). Please submit an electronic copy (in pdf format) of the permit renewal application tome, the permit reviewer/engineer for your facility. Additionally, the existing Rules (15A NCAC 13B .0563 through .0566 -http://reports.oah.state.nc.us/ncac.asp?folderName=/Title%2015A%20-%20Environmental%20Quality/Chapter%2013%20-%20Solid%20Waste%20Management) regulateLCID landfill are currently subject to readoption processes; the draft rules are expected to beeffective in 2021. The major changes of the draft rule are the closure and post-closure care requirements of a LCIDLF– new rule .0567. The Solid Waste Section recommends the City to reference the changes in thedraft rules while preparing the renewal permit application so that you don’t have to redo the permitapplication in next year.
