(Wood) is pleased to submit this letter requesting additional approval to transfer soil resulting from grading and utility trenching and future tree planting activities at the subject property. Wood has provided on-going Brownfields consulting services at the subject property consisting of one parcel (Tax Parcel 073-073-01) encompassing approximately 4.9 acres situated at the intersection of South Tryon Street and West Carson Boulevard. The Prospective Developer’s (PD)General Contractor (GC) provided estimated quantities regarding excavated soil that is presently stockpiled at the site or will soon be excavated and stockpiled there.The GC provides Wood and the PD with photographic documentation of the soil stockpiles and the location at the site from which the soil was excavated. In response to Wood’s email Soil Transfer Request (dated May 7, 2020) The North Carolina Department of Environmental Quality (NCDEQ), Division of Waste Management (DWM), Brownfields Program (BFP) issued a letter (dated May 14,2020)approving transfer of soil from the subject property to the Woodlawn Green Brownfield Properties (BF# 22023-18-060). This approval applied to transfer of approximately 2,500 cubic yards (CY) of soil.The soil transfer to Woodlawn Green was initiated on May 18, 2020. Subsequently, based on Wood’s Letter Report of Stockpiled Soil Characterization, dated July 13, 2020, the NCDEQ, DWM, BFP issued a letter (dated July 24,2020) approving transfer of approximately 3,000 cubic yards (CY)of soil stockpiled from the subject property to the Matheson Avenue II Brownfield Property (BF# 22042-18-060) and Matheson Avenue Creek (BF#23015-19-060). On July 28, 2020, the GC initiated transport of the stockpiled soil to the Matheson Avenue location. Soil Transfer Request September 16, 2020 Former Gathings Motor Company Charlotte, North Carolina Wood Project: 6228-18-0495 2 On behalf of the PD and GC, Wood notified the BFP via email on July 30, 2020 that there was a discrepancy between the reported volume of stockpiled soil and the volume available for transport.In the email correspondence, Wood reported that approximately 4,700 to 5,000 CY of soil may need to be transferred to the Matheson Avenue sites for beneficial reuse (BR) and requested approval for transfer of this volume. Based on the analytical data (five volatile organics and five composite samples (20 discrete locations for semi-volatile organics and metals)) provided in Wood’s above-referenced letter report, the characterization sampling and analysis would compute to one composite per 1,000 CY. In addition, the PD retains Wood to perform continuous monitoring (field screening for volatile organics) during excavation and truck loading. As of the date of this letter, the hauling entity estimates that approximately 3,700 CY of stockpiled soil has been transferred to the Matheson Avenue location. Based on that estimate, approximately 1,300 CY of additional soil could be transferred to the Matheson Avenue locations. The GC estimates that the volume of excess soil will exceed 1,300 additional CY. The GC further estimates that up to 7,800 additional cubic yards of excess could be generated from the areas of the property represented by Wood’s BR data referenced in the table below.
