Subject: Brownfields Property Soil Transfer Approval- REVISED
Former Gathings Motor Company Brownfields Property to
Matheson Ave Creek and Matheson Ave II Brownfields Properties
Charlotte, Mecklenburg County
Brownfields Project Nos 22074-18-060, 23015-19-060 & 22042-18-060
Dear Mr. Fish and Mr. Fitzpatrick,
The North Carolina Department of Environmental Quality (DEQ) Brownfields Program received
and reviewed a request to export an approximate 6,000 cubic yards of soils from the Former
Gathings Motor Company (Gathings, 22074-18-060) Brownfields Property to the Matheson Ave
II (22042-18-060) and Matheson Ave Creek (23015-19-060) Brownfields Properties (collectively,
Matheson Ave) Brownfields Properties. This request was submitted on your behalf by Mr. Rob
Foster of Wood Environment & Infrastructure Solutions, Inc (Wood) in his Beneficial Reuse Soil
Transfer Request dated September 16, 2020. DEQ understands the redevelopment on the Matheson
Ave Brownfields Properties will be done jointly under the DEQ-approved Environmental
Management Plan (EMP) dated November 26, 2019.
DEQ Brownfields reviewed the soil analytical data provided the following reports: Letter Report
of Stockpiled Soil Characterization dated July 13, 2020 prepared by Wood; Report of Soil
Characterization for Beneficial Reuse (Shallow Soil East Tower) dated January 23, 2020 prepared
by Wood; and Beneficial Reuse Soil Assessment Report dated April 3, 2019 prepared by Wood.
Review of the DEQ Risk Calculator which incorporated data from both properties did not increase
risk at the receiving Matheson Ave Brownfields Properties. Therefore, DEQ Brownfields approves
of up to 6,000 cubic yards of soil to be exported to the Matheson Ave Brownfields Properties.
