STATUS OF PERMIT:
The facility has been closed for several years. The permit has expired.
On December 6, 2019, a Site Restoration Action Plan was submitted to the Section.
PURPOSE OF SITE VISIT:
Partial Inspection to close out the facility.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
A letter to Sherri Stanley, Permitting Branch Head, SW Section, from Stacey Smith, P.E. of Smith Gardner and
Associates, Inc. dated December 6, 2019, requests to fully restore the Flowers LCID landfill to open space within
the developing community of San Marino. The debris can be excavated and sorted in such a manner that only topsoil
and/or concrete may remain. The final development of the site will include a gently graded field consisting of
topsoil, excess fill soils and concrete debris (beneficial fill) which will be stabilized and vegetated. Daily logs and
weekly photo logs will document the debris removal. Any materials that are not classified as LCID will be removed
and disposed of at a properly permitted landfill facility.
2. At the time of the inspection, the removal of the debris was estimated to be approximately 90% complete.
3. The site consisted of approximately 6 acres of trenches filled with LCID waste. The land clearing waste was
stockpiled outside the footprint for shredding and disposal.
4. Unacceptable waste encountered during the removal of the debris, was stockpiled outside the footprint for disposal
at an appropriate permitted facility.
5. Once the work has been completed, a closure report will be submitted to the Division.
