ADDITIONAL COMMENTS A letter to Sherri Stanley, Permitting Branch Head, SW Section, from Stacey Smith, P.E. of Smith Gardner and Associates, Inc. dated December 6, 2019, requests to fully restore the Flowers LCID landfill to open space within the developing community of San Marino. The debris can be excavated and sorted in such a manner that only topsoil and/or concrete may remain. The final development of the site will include a gently graded field consisting of topsoil, excess fill soils and concrete debris (beneficial fill) which will be stabilized and vegetated. Daily logs and weekly photo logs will document the debris removal. Any materials that are not classified as LCID will be removed and disposed of at a properly permitted landfill facility. 2. At the time of the inspection, the removal of the debris was estimated to be approximately 90% complete. 3. The site consisted of approximately 6 acres of trenches filled with LCID waste. The land clearing waste was stockpiled outside the footprint for shredding and disposal. 4. Unacceptable waste encountered during the removal of the debris, was stockpiled outside the footprint for disposal at an appropriate permitted facility. 5. Once the work has been completed, a closure report will be submitted to the Division. Please contact me if you have any questions or concerns regarding this inspection report.
