Environmental Health Division Guilford County Department of Public Health 1203 Maple Street Greensboro, North Carolina 27405 Re: Additional Sampling Results - January 1, 2013 Petroleum Release Colonial Pipeline Company - Greensboro Junction Facility Greensboro, North Carolina Dear Mr. Mao: On January 1, 2013, Colonial Pipeline Company (CPC) discovered a petroleum release in the manifold area on the gasoline side of the CPC Greensboro Junction Facility (Facility) located at 411 Gallimore Dairy Road, Greensboro, NC 27409 (Figure 1). Petroleum was released due to a failure of the Line 03 gas can pump causing product to overflow its concrete vault, flow downgradient through a drainage line and into an onsite secondary retention pond. Subcontractors removed approximately 71.5 tons of impacted soil and gravel in an area measuring 60 feet long by 50 feet wide over the course of two weeks (January 2 to 16, 2013). On January 11, 2013, Apex Companies, LLC (Apex) collected 11 grab soil samples from the shallow excavation and the trench excavation. Results of the January 11, 2013 sampling event were summarized in a letter report to the Guilford County Department of Public Health (GCPH) dated June 11, 2013. In a response letter dated November 18, 2013, North Carolina Department of Environment and Natural Resources (NCDENR) recommended that an additional soil sample from 2 feet below the ground surface be collected in the vicinity of boring location S- 4. Apex personnel collected a soil sample from this location on February 11, 2014. The sampling methods and analytical results for this additional sample are summarized below. On February 11, 2014, Apex collected one grab soil sample (S-4 (2')) within the former shallow excavation area. The sample was collected from a depth of approximately two feet below land surface utilizing a stainless steel hand auger. The soil sample was stored and shipped on ice to Pace Analytical Services, Inc, in Huntersville, NC for analysis of Total Petroleum Hydrocarbons — Diesel Range Organics (TPH-DRO) and TPH-gasoline range organics (GRO). Copies of the laboratory analysis and chain of custody are attached. Diesel range components were detected in the soil sample at a concentration of 8.6 milligrams per kilogram (mg/kg). This concentration is below the NCDENR action level of 10 mg/kg. The concentration of gasoline range organics in sample S-4 (2') was below laboratory practical quantitation limits. The sampling location and laboratory results are shown in Figure 2. As mentioned in Apex's letter report to Guilford County Department of Public Health dated June 11, 2013, residual soil contamination remains in the vicinity of the manifold area. However, removal of additional soil is technically impracticable due to above and below ground equipment, piping, and structural supports.
