The following report is the first quarterly report for the above referenced
project. Pursuant to your April 14, 1989, letter in response to Colonial's
proposed remediation plan, all samples have been analyzed by both the EPA Method
418.1, and GC/PID, which is EPA SW-846, Method 8020, using the purge and trap
extraction Method 5030.
The set of samples collected on June 1, 1989, was to identify the vertical extent
of the contamination in the spill area. Samples were obtained from the same
approximate locations as the original "test pits" (see attached laboratory report
for results and Figure 2 for locations). These samples were taken at the
corresponding depths shown on the laboratory chain of custody form. All
concentrations were below the 100 ppm petroleum -hydrocarbon limit, and only TP3
showed any detectable 8020 constituent; ethylbenzene at 0.21 ppm.
The first quarterly composite sampling took place on July 12, 1989. Inclement
weather conditions prevented the sampling from taking place in the month of June
as originally proposed to comply with the end of the quarter. However, the
results of the sampling event have shown that the target remediation levels have
already been achieved. No 8020 constituents were detectable, and all samples
had a <100 ppm petroleum -hydrocarbon concentration (see attached laboratory
report and Figure 1).
Also enclosed are copies of the cultivation records from the dates when the area
was tilled. These dates are somewhat off of the proposed schedule, but again
that is because of the weather conditions.

At this time it appears that adequate attenuation of the gasoline -contaminated
soil surrounding Tank 812 has occurred from the January 23, 1989, accident. The
area is well below the target 100-ppm limitation for petroleum -hydrocarbons, and
the EPA method 8020 constituents were found to be non -detectable. Colonial
proposes to discontinue remediation activities in the area based on these
results, replace the gravel around the tank, and resume normal activity in the
area.
Colonial hopes that the above conclusion is acceptable to the State of North
Carolina. If you need additional information or if you have any questions,
