The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on September 9, 2020.
2. The facility is open to the public Monday through Friday, 7:30 am to 4:00 pm and Saturday, 7:30 am to 3:00
pm.
3. Waste is transported by Graham County to the Haywood County, White Oak Landfill (4407-MSWLF-1993) in
Waynesville, NC.
4. Tonnage records were reviewed from the FY2019-2020 Facility Annual Report. The facility received 6,636.55
tons of waste from July 1, 2019 to June 30, 2020.

6. Waste screening forms were available for review. The facility conducts two to three waste screenings per week
and the forms showed the final disposition of any unacceptable material that was encountered.
Operations Inspection of the Transfer Station (3803-TRANSFER-)
7. Windblown litter was minimal and well managed at the time of inspection.
8. The facility has fire extinguishers on both sides of the entrance to the tipping floor. The facility also has a yard
hydrant outside the building in case of a fire.
9. The trench drains at the entrance of tipping floor were clean and appeared to be functioning properly.
10. No material was on the tipping floor at the time of inspection and no unapproved material was observed in the
transfer trailer.
11. The push walls were in good condition and no waste was observed on top of them.
12. Minimal waste was observed on the loading bay floor; staff cleans the area between each trailer and at the end
of each working day.
13. The transfer station was well managed at the time of inspection.
Operations Inspection of the White Goods and Tire Area
14. The facility collects white goods and scrap metal on a concrete pad located to the south of the scale house. The
material is sent to Regional Disposal and Metal in Marble, NC for recycling.
15. Scrap tires are collected and stored in a van trailer. The tires are taken to US Tire in Concord, NC for
processing.
Operations Inspection of the Electronics. Cardboard. Recvcling and Sentage Receiving Station
16. Electronics are collected and stored undercover to the south of the white goods area. Collected electronics are
placed in gaylord boxes and sent for recycling.
17. The facility collects and bales corrugated cardboard. The baled material is sent to Jackson Paper in Sylva, NC
to be recycled into corrugated fluting.
18. The facility uses four, six-yard dumpsters to collect single stream residential recycling. The collected material
is sent to Curbside Management in Asheville, North Carolina for processing.
19. The facility is in the process of turning operations of the septage receiving station over to the town of
Robbinsville. Please update your operations plan and site map to reflect the changes.
