Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Site visit for a permit modification for the use of a screw press (the dewatering box will now be the backup option for processing). Took pictures. Discussed submittal with Mr. Markus. Minor changes to the site drawings (new 4 inch line going from tank#1 to screw press building). Tweaked SDTF application for current firm name of “Enviro Choice”. The operation manual has been revised sufficiently. After this site visit I received a current disposal authorization for the Robeson County landfill. Reviewed the submitted treatment logs & discussed that the logs shall show the name of any/all companies that discharge at this facility – Mr. Markus stated that he would check on this. 2. The above ground tanks appear structurally sound. A building is now located on the concrete pad. The screw press is located within that building. If the dewatering box is used it will be located on the concrete pad beside the building. 3. It appears that septage is being transferred to/from the facility in a safe and sanitary manner. No spills or leaks noted in the tank area. No spills or contaminated material noted on the ground surface around the concrete pit. 4. The concrete solidification pit was full and needs to be emptied asap. Noted a slight smell and some vectors/flies. Also noted a few misc trash items in the pit. A large pile (mostly dirt instead of mulch) is located beside the pit. 5. The approved setbacks are being met. The required 5’ cleared radius (free of excess vegetation or debris) is present around the tank facility and the pit. 6. The required signs are posted and the access road is adequate.
