The Site is part of the North Carolina Department of Environmental Quality (DEQ) Brownfields Program known as the Rite Aid and Former Army Missile Plant Brownfields Properties. Recycled crushed concrete is commonly used as a sub -surface structural fill to provide additional strength to select soils, such as sub -surface soils that may contain elevated moisture levels. When used, the crushed concrete is generally blended into existing soils until the required strength characteristics are achieved. For the Site, the crushed concrete is proposed to be used on an as -needed basis underneath select areas of roadways or around utilities. H&H identified and collected samples of crushed concrete from the following two local facilities for potential use at the subject Site: • C&M Recycling (C&M) facility located at 2930 Jeff Adams Drive in Charlotte, NC, and • DH Griffin Companies (DH Griffin) facility located at 11205 Reames Road, in Charlotte, NC. A summary of our crushed concrete sampling activities and results are provided below. 2.0 Sampling Activities On July 30, 2020, H&H collected a representative sample of crushed concrete from each of the facilities listed above and submitted them for laboratory analysis for volatile organic compounds (VOCs) by EPA Method 8260, semi-VOCs (SVOCs) by EPA Method 8270, RCRA Metals by EPA Methods 6010 & 7471, and hexavalent chromium by EPA Method 7199. The samples were each collected from a stockpile of crushed concrete at each facility proposed for use as beneficial fill. Five aliquots were collected from different sections and depths within each concrete stockpile to provide a representative sample. A grab sample was collected from one aliquot for VOCs, and the remaining sample was homogenized and composited for SVOCs and metals. A tabular summary of the crushed concrete results is presented in Table 1. Laboratory analytical data is attached as Attachment A. 3.0 Sampling Results Laboratory analytical results from samples collected at the C&M facility indicate VOCs and SVOCs at concentrations below their respective PSRGs. Hexavalent chromium (5.9 mg/kg) was detected above its Residential PSRG (0.31 mg/kg), but below its Industrial PSRG. Laboratory analytical results from the samples collected at the DH Griffin facility indicate VOCs and SVOCs at concentrations below PSRGs. However, benzo(a)pyrene, a polycyclic aromatic hydrocarbon (PAH), was detected as an estimated "J" flag concentration (0.23 J mg/kg) slightly above its Residential PSRG, and isophorone (0.38 J mg/kg) was detected as an estimated J flag concentration slight above its Protection of Groundwater PSRG. Arsenic was detected (3.8 mg/kg) slightly above its Industrial PSRG and selenium was detected (3.2 mg/kg) at a concentration above its Protection of Groundwater PSRG. Hexavalent chromium (3.0 mg/kg) was detected above its Residential PSRG, (0.31 mg/kg), but at a concentration below its Industrial PSRG. H&H compared the detected C&M and DH Griffin facility metals concentrations with site - specific background concentrations and previous assessment data as summarized in the In -situ Soil Characterization Report, dated November 6, 2019. The comparison indicated similar concentrations of arsenic and selenium in the crushed concrete are present in existing Site soils and the detected concentrations are similar to naturally occurring site -specific background levels. The low-level benzo(a)pyrene concentrations are similar to detections from previous samples collected at the Site. The hexavalent chromium concentrations detected in the crushed concrete proposed for import are slightly higher than the site -specific data, but are below Industrial PSRGs. SMARTER ENVIRONMENTAL SOLUTIONS Ms. Carolyn Minnich, PG September 2, 2020 Page 4 4.0 Conclusions and Recommendations As such, H&H is requesting that the DEQ Brownfields Program and the DEQ Solid Waste Section (SWS) grant approval for both C&M Recycling (located on Jeff Adams Drive) and DH Griffin (located on Reames Road) as suppliers of recycled crushed concrete to be used as sub- surface structural fill for select areas at the Site. Provisions for management of soils as indicated in the DEQ-approved Environmental Management Plan (EMP) will be utilized to import and manage the crushed concrete from these facilities. DEQ Brownfields reviewed the analytical data provided in the Soil Management Options: Import of Recycled Crushed Concrete letter report dated September 2, 2020 prepared by Hart & Hickman and additional project information in the Environmental Management Plan (EMP) approved and dated (revised) March 28, 2019. Based on our review of the data, DEQ Brownfields approved the import of crushed concrete from the two facilities: C&M Recycling facility located at 2930 Jeff Adams Drive, Charlotte, NC and DH Griffin Companies located at 11205 Reames Road, Charlotte, NC. Note that imported concrete should be from stockpiles that were previously sampled as part of assessment activities. All import must be conducted under a DEQ Brownfields approved EMP. If unanticipated impacts are identified during import process, please refer to the EMP for further actions and cease transfer until appropriate characterization can be completed. In addition, in accordance with the CNE EMP, an annual Redevelopment Summary Report will be submitted to DEQ Brownfields. Details related to the disposition of this import including but not limited to, total volume, general description of field screening efforts, etc. should be included with the Redevelopment Summary Report.
