PURPOSE OF SITE VISIT: Routine
STATUS OF PAST NOTED VIOLATIONS:
No violations noted on the previous inspection conducted on 12/14/17.
OBSERVED VIOLATIONS:
1) No field markers were visible. The failure to have the permitted boundary marked is a violation of Rule
.0838(a)(10) that states “Disposal area boundaries shall be clearly marked on the ground while a site or any
portion of a site is in use.” Need to get the markers back up. See additional comments below.
2) Two areas were observed in the field where the vegetation had been burned by grease septage. See pictures
below. The grease burns are a violation of Rule .0838(a)(15) that states “Grease septage shall be diluted at
least 1:1 from its concentration when pumped with domestic septage or water if land applied over perennial
vegetation. This dilution shall be increased if crop damage occurs. This dilution requirement shall not apply
to the liquid portion of grease septage that has been adequately treated to remove solids, fats, oils and
grease as long as crop damage does not occur.” Please ensure that the grease septage is properly diluted as to
not burn the vegetation.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

AREAS OF CONCERN AND COMMENTS:
1) Required signage present along the path before you get to the site. The vegetation needs to be cut
down from around the signs.
2) Access road ok. 3) A few markers were down. Need to place markers back up. Make sure that you are at least 100 ft away
from any disturbed area of the sand pit. I have attached a map that shows the permitted area. 4) No septage discharges noticed outside of the permitted boundaries. 5) Outside of the grease burn, no other application issue noticed.
6) Some weed control needed. 7) No application at time of inspection. pH not checked.
8) Need to check setbacks to sand pit area.
9) Application for permit renewal received on 08/03/15.
