Moore Septic Tank Service Inc. 4294 US Hwy 17 South Williamston, NC 27892 GPS COORDINATES: N: 35.85167 E: -77.10451 FACILITY CONTACT INFORMATION: Name: Russ Ayers Address: Same as above Telephone: 252-792-5978 Email address: russayers@embarqmail.com PARTICIPANTS: Chester Cobb (DWM) and Jeff Bullard (DWM) STATUS OF PERMIT: Active EXPIRES: 08/05/2021 PURPOSE OF SITE VISIT: Routine STATUS OF PAST NOTED VIOLATIONS: No violations noted from the previous inspection conducted on 12/14/17. OBSERVED VIOLATIONS: 1) Sign broken in half. Only half of the sign is showing. Failure to have the complete signage requirement is a violation of Rule .0838(a)(2) that states “Each site shall be posted with "NO TRESPASSING" signs. Access roads or paths crossing or leading to the disposal area shall be posted "NO TRESPASSING" and a legible sign of at least two feet by two feet stating "SEPTAGE LAND APPLICATION SITE" shall be maintained at each entrance to the land application area.” Need to place a complete sign at the entrance to the site. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 AREAS OF CONCERN AND COMMENTS: 1) Signage partially broken off. Signage needs to be replaced. See other comments in the “Observed Violations” section above. 2) Access road is well maintained. 3) Markers present for all three fields. 4) No septage discharges observed outside of the permitted boundary for the three (3) fields. 5) No recent applications noticed. No spot dumps or thick applications noticed. 6) Weed control needed in all three (3) fields. Russ said that he has arranged for someone to spray for weed control. Bermudagrass stand weak in areas of Field 1W. Bermudagrass stand needs improvement. Russ plans to treat the fields with a nitrogen fertilizer that has sulfur to lower the pH of the soil. Russ does not plan to use this field this year. The old hay bales need to be removed from the site. See picture below. 7) pH not checked. 8) No objectionable odors noticed. 9) Setbacks ok.
