PURPOSE OF SITE VISIT: Routine
STATUS OF PAST NOTED VIOLATIONS:
No violations noted on the previous inspection conducted on 09/28/17.
OBSERVED VIOLATIONS:
1) Ruts greater than three (3) inches noticed in Field A. The ruts in the field are a violation of Rule .0838(a)(9)
that states “Septage shall not be applied to a site if the application method will result in ruts greater than three inches in the soil surface.” Need to pay attention to the soil conditions when applying septage to the permitted field. Do not apply when the soil is wet and the pump truck will leave ruts greater than three (3)
inches in depth. The ruts also need to be filled in.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

AREAS OF CONCERN AND COMMENTS:
1) Signage present on both sides of the path as you get to the site. Vegetation had been removed from
around the signs and the signs had been replanted. Thank you.
2) Access road is well maintained.
3) Disposal boundaries marked for both fields. Some markers down.
4) No septage discharges noticed outside of the permitted boundaries for the fields.
5) No spot dumps or thick applications noticed today. Ruts greater than three (3) inches in depth
noticed in Field A. As stated above, this is a violation of Rule .0838(a)(9). Ruts need to be filled in.
6) Crop ok. Some old hay bales need to be removed from the edges of the fields.
7) No application at time of inspection. pH not checked.
8) No objectionable odors noticed today.
9) The trees in the property next to the site had been harvested. Some solid waste dumped in front of
Field B. See pictures below. Waste needs to be cleaned up.
