Permit expires January 26, 2023. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility is permitted as a large Type 1 compost facility and may accept only land clearing debris (vegetative material such as stumps, tree trunks and branches and wood chips), yard trash (including grass clippings and leaves) and clean, untreated, unpainted wood waste (such as crates and pallets). 2. The facility also serves as an approved temporary disaster debris storage site (DS79-002). Please notify the Solid Waste Section before opening the disaster debris storage site for use. 3. The permit to operate, current approved operations plan, and approved storm water permit are maintained at the solid waste division office and are available for review upon request. 4. The city collects brush and yard waste curbside. Vegetative waste is brought to the facility only by city trucks. No residents or outside contractors are permitted to drop off material at the site. 5. Incoming waste is tracked by volume based on the size of the trucks being used. Volume is then converted to tonnage, as required for the annual facility report. 6. Copies of temperature logs for the seven compost windrows were provided during the inspection by Mr. French. These records indicate that the windrows all met the required temperature of 131 °F for a minimum of three days to ensure pathogen reduction, as stated in 15A NCAC 13B .1406(11). Please ensure that temperatures for each windrow are recorded for 3 days in a row at or above 131°F, and that the temperature log reflects these three consecutive daily temperature readings. 7. The site is secured by means of a new electronic gate which allows city staff to access the facility using a keypad while preventing unauthorized access. The facility is only open to the public during specific dates when compost is made available, usually in October. City staff are present to assist and direct residents on these dates. 8. Proper signage was observed at the entry gate. 9. Mr. French stated that grinding operations had taken place at the facility within the past few weeks. A pile of brush that had been brought to the site after the grinding contractor had completed operations was staged in the open area between the compost windrows and the wood line. As the pile becomes larger, ensure that fire breaks are incorporated at regular intervals to help cut down the risk of fire, and to provide accessibility to all areas of the site for emergency equipment in the event that fire breaks out. 10. The site was observed to be very clean and well -maintained. No windblown litter was evident. 11. The access roadway is of all-weather construction and was found to be in good condition. 12. The operational area between the compost windrows and the wood line was level and stable. Although the site was wet from recent rain events, no mud or equipment ruts were observed. Mr. French stated that the small pile of used asphalt, stored at the northeast end of the operations area, is used to level out any ruts or uneven areas that result from regular facility operations. 13. No ponding water was observed in the wood waste stockpile and no erosion was evident onsite. 14. No unacceptable wastes were found at the facility.
