Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Page 1 of 3 FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management NORTH CAROLINA Solid Waste Section ADDITIONAL COMMENTS 1. All photos were taken by Lee Hill on August 27, 2020. 2. The facility is open Monday through Friday, 7:00 am to 4:30 pm. 3. Waste is transported to the R&B Landfill in Homer, Georgia by Kinsland Trucking, Inc. Record Review 4. Certified Transfer Station Operations Specialists: • Jerry Jenkins (expires June 24, 2023) • Edward Dills (expires March 12, 2023) • Aaron Smith (expires March 12, 2023) • Scott Turpin (expires April 16, 2022) • David Gunter (expires April 16, 2022) • Stan Smith (expires June 24, 2023) 5. Tonnage records from the 2019-2020 Facility Annual Report showed that the facility disposed of 8,824.16 tons of material from July 1, 2019 to June 30, 2020. Operations Inspection of the Transfer Station (8702-TRANSFER-) 6. The transfer station consists of a covered concrete pad and a metal hopper. Waste is loaded directly into the hopper that is located over the transfer trailer. 7. The transfer station is only used by commercial haulers; residential customers use the convenience site located adjacent to the transfer facility. 8. Windblown litter was minimal and well managed at the time of inspection. 9. No unapproved material was observed in the transfer trailer. 10. One trailer was parked in the covered loaded trailer parking area and was in good condition and appeared to be leak resistant. Operations Inspection of the Scrap Tire, White Goods, and Electronic Areas 11. Scrap metal and white goods are collected on a concrete pad next to the electronics area. Facility staff remove refrigerants onsite before the materials are sent for recycling. 12. Minimal white goods and scrap metal were on site. White goods containing refrigerants were stored upright and separate. 13. Electronics are collected, placed in Gaylord boxes or palletized to the south of the scale house. 14. Scrap tires are collected in a van trailer and sent to US Tire in Concord, NC for processing. Other Comments 15. Construction and demolition waste is collected in two roll off containers located to the east of the scale house. No unapproved material was observed in the roll off containers. 16. The facility collects large volumes of used motor oil (greater than five gallons) in a tank with secondary containment next to the tire trailer. Small volumes of motor oil are collected at the convenience site located adjacent to the transfer facility. 17. The facility collects and bales cardboard adjacent to the electronics area. The baled material is sent to different vendors depending on market conditions. 18. The convenience site located adjacent to the transfer facility was clean and well maintained at the time of inspection.
