Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Page 1 of 4 FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management NORTH CAROLINA Solid Waste Section ADDITIONAL COMMENTS 1. All photos were taken by Lee Hill on August 20, 2020. 2. The facility is open to the public Monday through Friday, 7:30 am to 4:00 pm and on Saturday from 7:30 am to 12:00 pm. Records Review 3. Tonnage records were obtained from the 2019-20 Facility Annual Report. The facility disposed of 18,573.26 tons of material during the 2019-20 Fiscal year. 4. Landfill gas monitoring was conducted on October 10, 2019, January 9, 2020, March 27, 2020 and June 16, 2020. The results from the monitoring events were emailed and no exceedances were noted. 5. Random waste screening forms that were reviewed showed the final disposition of any unacceptable material that was found. 6. The facility is currently filling in Phase 5, Cell 2. 9. The liner punctures at the top of the leachate pond that were observed during the May 9, 2019 inspection were repaired during the Phase 5 cell construction. There was minimal leachate in the pond and the liner appeared to be in good condition. 10. Windblown litter was minimal and very well managed at the time of inspection. 11. The working face was small, compact and no unapproved material was observed. 12. The side slopes of Phases 1- 4 had good vegetative cover and the facility was actively seeding areas in Phase 5 at the time of inspection. Facility staff have been watching the slopes for seeps and repairing as necessary. No seeps were visible at the time of inspection. 13. The facility recently purchased a "Tarp-O-Matic" for use as an alternative daily cover. Other Comments 14. The grinding area has been moved to the eastern side of the facility due to the construction of the new landfill cells. Boundary markers have been installed to delineate the area. No unapproved material was observed in the grinding area at the time of inspection. 15. Scrap metal and non -refrigerant containing white goods are collected on a concrete pad located to the west of the scale house. The metal is loaded into a roll off container and sent to Regional Disposal in Marble for recycling. 16. Scrap tires are collected in two van trailers located next to the leachate pond. The tires are sent to US Tire in Concord, NC for processing. 17. Electronics are collected and stored to the south of the scale house. The material is palletized and sent to E- Cycle Secure in Charlotte, NC for recycling. 18. White goods containing refrigerants are collected and stored outside the recycling building. A few units were not stored upright. Store units upright to minimize the possibility of unintentional release of refrigerants.
