This is an LCID Landfill permitted to accept land clearing waste, yard trash, untreated and unpainted wood and inert debris such as rock, brick, concrete, concrete block and uncontaminated soil. All asbestos had been previously removed There was a small amount of rebar in the unpainted brick and concrete from the demolition of the old Swain County jail, which must be removed. As a reminder, the working face must be applied monthly or when the active area reaches one acre in size. There was an area beyond the active area which need to be seeded to prevent erosion. Unpainted brick, soil and concrete Active area of landfill 2. The service area is Swain County. 3. The landfill is located adjacent to the closed MSW landfill (Permit No. 87-01). 4. The entrance to the landfill is blocked by agate. In order to gain entrance, customers must first go to the Swain County Transfer Station to get weighed and gain access to the facility. There is a sign at the entrance that directs customers to the transfer station. 5. The access road was well maintained. 6. No evidence of open burning was observed. McG�Ii A S S O C I A T E S Engineering + Planning • Finance j Asheville, North Carolina a 01124 (Page 2 of 9) OPERATIONS PLAN Land Clearing/Inert Debris Landfill Swain County, North Carolina This Operation Plan has been prepared in accordance with Rule .0566 of the North Carolina Solid Waste Management Rules (15A NCAC 13B), Swain County shall maintain and operate the Swain County Land Clearing/Inert Debris (LCID) Landfill in accordance with the permit drawings approved by the North Carolina Solid Waste Section (NCSWS), the Permit To Operate issued by the NCSWS, and the following requirements. The Swain County LCID Landfill is located off of Buckners Branch Road approximately 1.5 miles north of Highway 19 South in Swain County, The County is currently permitted to accept LCID waste at this site through April, 2011. The individual responsible for operation and maintenance of the facility is: Mr. Charles Bailey Swain County Post Office Box 2321 Bryson City, North Carolina 28713. 1.0 Waste Acceptance and Disposal Requirements • The (LCID) Landfill will accept land -clearing waste, concrete, brick, concrete block, uncontaminated soil, gravel and rock, untreated and unpainted wood, and yard trash. • Land clearing waste is defined in the rules as waste that is generated solely through land clearing activities such as stumps, trees, limbs, brush, grass, and other naturally occurring vegetative matter. • The LCID will only accept permitted inert waste generated in Swain County. Swain County will notify the division within 24 hours of any attempts to dispose of non -permitted waste. • Solid waste disposed of at the facility shall be restricted to the smallest area feasible that provides a safe operation. The waste shall be compacted as densely as practical. Page I (Page 3 of 9) • Adequate soil cover shall be applied to the working face at least once each month, or when the active waste disposal area reaches one (1) acre in size, whichever occurs first. Once any phase of the LCID has been filled to the design grades, or upon revocation of a permit, the disposal area shall be covered with a minimum of one (1) foot of suitable soil cover and sloped to allow surface water runoff in a controlled manner. This work shall be completed within 120 days after completion of any such phase. The Division of Waste Management, Solid Waste Section may require further action in order to correct any condition which is or may become injurious to the public health, or a nuisance to the community. • Solid waste shall not be disposed of in water. Open burning of solid waste is prohibited. 1.1 Waste Volume and Capacity • The Swain County LCID Landfill currently receives approximately 200 tons of waste material each year. However, based on current population growth, the average annual waste tonnage received by the facility over the life of the facility has been estimated to be 335. • The proposed expansion area is approximately .5 acres and including the airspace available in the existing fill area will provide a total airspace of approximately 28,600 cubic yards. Assuming a waste to soil ratio of 6:1 and subtracting the volume of the one -foot final soil cover results in approximately 21,250 cubic yards of airspace available for waste placement. • Assuming a compacted density of 800 pounds per cubic yard, this results in a total capacity for the LCID Landfill of approximately 25 years. The County is requesting a permit to allow them to dispose of LCID material at the site through 2016. See Appendix 1 for supporting volume calculations. 1.2 Soil Requirements The existing contours and the proposed base grades of the proposed expansion area are shown on Sheet Cl of the design drawings. Excavation of the area for preparation of the base grades will provide approximately 5,300 cubic yards of borrow soil needed for intermediate and final cover. Assuming a 6:1 waste to soil ratio and a one -foot final cover, approximately 7,350 cubic yards of soil are needed to operate and close the LCID Landfill. This results in a Page 2 (Page 4 of 9) soil deficit of approximately 2,000 cubic yards over the life of the facility. An additional 2,000 cubic yards of soil will eventually have to be hauled to the site from an off -site borrow source unless the Forest Service will allow the County to remove additional borrow soils from other areas of the property that is currently being leased for the LCID Landfill. However, adequate soils exist at the site to allow the County to operate the landfill through 2006 and close the active portion of the landfill if deemed necessary at that time. 1.3 Waste Disposal Procedure • The waste received at the LCID Facility will be spread into thin lifts and will be compacted periodically. The Facility has a front-end track Ioader on site for pushing and compacting waste and applying intermediate cover soil. 1.4 Prohibited Wastes The following wastes are prohibited from disposal at the LCID Landfill: • AlI municipal solid waste (MSW). • All Construction/Demolition (C/D).waste. C/D waste that complies with section 1.0 of this Operations Plan maybe accepted. • Hazardous waste as defined within 15A NCAC 13A, including hazardous waste from conditionally exempt small quantity generators. • Polychlorinated biphenyls (PCB) waste as defined in 40 CFR 761. • All liquid wastes are banned from the LCID facility. + All wastes containing asbestos • All White Goods waste 1.5 Waste Inspection Swain County shall continue a program at the landfill for detecting and preventing the disposal of hazardous or liquid waste or any other waste that the LCID facility is not permitted to receive. The program will include the following: + Landfill personnel will conduct random inspections of incoming loads. Inspections will occur at the working face of the landfiII unit unless Iandfill Page 3 (Page 5 of 9) personnel have reason to suspect that the load contains waste that the facility is not permitted to receive. Landfill personnel will observe the unloading of waste that is suspect to assure that unpermitted waste is not disposed of at the facility, • The frequency of random inspections shall be based on the type and quantity of wastes received daily, At a minimum, one (1) inspection per day from transporters of wastes of unidentifiable nature should be taken. If these inspections indicate that unauthorized wastes are being brought to the site, then the random inspection program should be modified to increase the frequency of inspections. Inspection priority also can be given to haulers with unknown service areas, to loads brought to the facility in vehicles not typically used for disposal of solid waste, and to loads transported by previous would-be offenders. For wastes of unidentifiable nature received from sources other than household) e.g., industrial or commercial establishments), the inspector should question the transporter about the source/composition of the materials, Tithe inspector determines a load of waste to be of a hazardous nature, the landfill will not accept the waste and require the hauler to remove the waste from the facility. If the inspector determines a load of waste to include wastes that should not be disposed of in the LCID but can be disposed of at the MS W Transfer Station, then the hauler will be required to load the waste back into his vehicle and transport the load to the MS W Transfer Station facility, 1.6 Site Access • The LCID Facility is open Monday through Friday between 7:00 AM and 3:30 PM. The Facility is closed on Saturday and Sunday. The LCID Facility is adequately secured by a gate located at the landfill entrance to prevent unauthorized access except when an operator is on duty. Residents are requested to weigh loads of waste at the Swain County Convenience Center. At that time, residents are given a key to access the LCID Landfill, After dumping permitted wastes residents go back to the Convenience Center and weigh empty vehicle; residents are charged $42.00 per ton for disposal. Solid Waste employees regularly inspect LCID area to assure compliance with Operations Plan. • Access roads from Buckner Branch Road to the active working face are constructed of all-weather construction and properly maintained. • A sign is posted at the facility entrance, which provides emergency contact information, and the facility permit number. Page 4 (Page 6 of 9) 1.7 Erosion Control • Erosion is currently controlled at the facility with drainage ditches constructed at the toes of slopes and diverted to two (2) sediment ponds located on the south side of the waste area. The ponds have been constructed in sequence so that the upper pond discharges into the lower pond. The upper pond was constructed to provide additional protection from erosion and for ease of operation. The upper pond is more easily accessed than the lower pond. Therefore, .the landfill personnel frequently remove sediment from the upper pond in order to minimize sediment accumulation in the lower pond. • The lower pond provides approximately 7,200 cubic feet of storage and the upper pond provides approximately 9,300 cubic feet of storage. • The proposed expansion area will be constructed with periphery. ditches on the north and south side of the fill area which will be directed to discharge into the upper sediment pond. The final cap will be graded with maximum slopes of 3:1 and minimum slopes of 5%. This will divert surface water to the periphery ditches and eliminate surface water being impounded over waste. • The existing sediment ponds are adequate to serve the proposed expansion area. See Appendix 2 for a copy of the erosion control calculations. The proposed erosion control measures are shown on sheet C3 of the design drawings. The erosion control plan has been submitted to the Division of Land Quality for approval. A copy of the approval will be forwarded to the Solid Waste Section once it has been secured. Storm drain outlets and diversion ditches will be inspected for damage after each runoff event. Riprap will be placed in ditches and at pipe outlets to prevent erosion and washouts. Provisions for a vegetative ground cover sufficient to control erosion must be accomplished within thirty (30) working days or 120 calendar days upon completion of any phase of LCID development. 'Temporary grassing will also be utilized as necessary to stabilize temporary slopes that are susceptible to erosion. Embankment slopes shall be periodically inspected for erosion. The embanlnnent slopes shall be mowed at a frequency sufficient to maintain a good stand of vegetation. The slopes shall not be mowed more than twice in any one (1) year period. The embankment slopes shall be refertilized in the second year unless vegetation growth is fully adequate. Any damaged areas will be reseeded, fertilized, and mulched immediately. Seeding, fertilizing and mulching shall be in accordance with the North Carolina Erosion and Sedimentation Control Guidelines. Page 5 (Page 7 of 9) • Sedimentation basins will be checked after periods of significant runoff, Sediment will be removed from the basin to its original dimension when sediment accumulates to one half of the design depth. The sedimentation basins, embankments, ditches, inlets and outlets will also be inspected for erosion damage. All necessary repairs will be made immediately_ • There shall be no discharge of pollutants from the landfill into waters of the U.S., including wetlands, that violates any requirements of the Clean Water Act, including, but not limited to, the National Pollutant Discharge Elimination Systems (NPDES) requirements, pursuant to Section 402. 1.8 Vertical Separation from Water Table A four (4)-foot vertical separation between the LCID base grades and the water table will be maintained. Two (2) test pits were excavated in the proposed expansion area to a depth of approximately 14 feet each. Mr. Jim Patterson with the Solid Waste Section observed the excavation of the test pits. There was no sign of groundwater in the test pits at any time. The locations of the test pits are shown on sheet C2 of the design drawings. Based on the information provided by the test pits and review of the local topography, the vertical separation between the waste and the seasonal high water table should be in great excess of the four (4) feet required. 1.9 Buffer Requirements The proposed expansion area is not located within 50 feet of any surface waters as defined by G.S. 143-212. • The proposed expansion area is not located within 100 feet of any property lines, residential dwellings, commercial or public buildings, or wells_ 1.10 Contingency Plan • Swain County does not currently have a planned contingent facility for disposing of their LCID waste. However, if the County were required to close the facility due to unforeseen circumstances, the County would utilize a notified, permitted or other sites approved by DENR personnel for an alternate LCID site. Page 6 (Page 8 of 9) • The Bryson City fire department, which is located approximately 3 miles from the LCID Landfill, has been informed of the potential fire hazards at the landfill. Arrangements have been made with the fire department to provide access to the landfill site. They are also aware of the hours of operation and other pertinent operational information of the facility in case of emergency. 1.11 Property Description The property where the LCID Landfill is located is leased from the U.S. Forest Service. The Forest Service has verbally agreed to extend the lease of the property to Swain County to operate the LCID Facility. The Forest Service has indicated that they will execute a document extending the lease once the County has secured permitting from the Division of Waste Management, Solid Waste Section. • We are unaware of any future plans that the Forest Service has for the property where the existing landfill is located. Swain County intends to operate the LCID Landfill on the .property as long as the U.S. Forest Service will allow them to lease the property and disposal capacity remains. I know you understand that property is a premium in Swain County with 85% of the county being in State or Federal ownership. The search for a new site has been fruitless. McGill and Associates who completed the permitting information for NCDENR has indicated that this landfill will be useful for another 25 years. This assumption is based on 200 tons per year with a 5% increase in each year thereafter. The county is requesting an additional 10 years at the current site.
