Fayetteville Street Asheboro, NC 27203 PO Box 1106 Asheboro, NC 27204-1106 PARTICIPANTS: Chuck Kirchner, Environmental Senior Specialist – Solid Waste Section Andrew Conner, Assistant Public Works Director– City of Asheboro Rusty Turner, Assistant Superintendent of Public Services – City of Asheboro STATUS OF PERMIT: Permit to Operate (PTO) issued August 07, 2018 PTO expiration date August 07, 2023 PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS On August 17, 2020, Chuck Kirchner met with Andrew Conner and Rusty Turner to conduct a comprehensive inspection of the City of Asheboro - Large Type 1 Solid Waste Compost Facility off of Old Lexington Road in Asheboro, Randolph County. 1. The facility is a Large Type 1 Solid Waste Compost (SWC) Facility. 2. The facility produces: compost from leaves and grass clippings, leaf mulch, and wood mulch material from city pick up operations. 3. The facility is in operation as needed by the City of Asheboro. This facility is not open to the public. 4. The facility permit, site plan, and operations plan were discussed. 5. The facility receives yard waste exclusively from the City of Asheboro collection operations. 6. The City of Asheboro collects leaves and yard trash year-round. 7. During normal MSW collection, city trucks will note locations where yard trash needs to be picked up. This will be uploaded to a map system for the yard waste trucks. 8. The compost and mulch produced will most likely go to a local farmer that has requested it. 9. Mulch is put into windrows near the entrance gate to McCrary Lake on the north side of the facility. 10. Compost windrows appeared to be properly sized. All windrows shall be approximately twelve feet wide at the base and six feet in height. Windrows shall be separated by a twenty-five foot fire lane. 11. Active compost windrows are often maintained for ~ 5 months and cured for an additional 1 – 3 months. Once temperatures are recorded above 131 degrees Fahrenheit for three days the mulch may be released to the public. 12. The facility maintains windrow temperature records. Temperature records were observed for July 1, 2019 through January 6, 2020. Records indicate Windrow #1 temperatures were maintained at or above 55 degrees Celsius/131 degrees Fahrenheit for three days between July 3-5, 2020. 13. Temperatures of the windrows shall be taken from the center of the compost pile every fifty to sixty feet. 14. The facility maintains two temperature probes used for windrow temperature readings. 15. Onsite thermometers shall be calibrated per manufacturing specification or at least annually and records of calibration shall be maintained per 15A NCAC 13B .1406 (10). Calibrations records were observed for September 25, 2019 and July 27, 2020. 16. There are currently two small windrows of material on site. 17. The facility annual report (FAR) dated July 29, 2020 was received by the SWS. Material received for July 2019 through June 2020 is 4864.00 tons. The amount of compost created is 3500.00 tons, the amount given to the public is 320.00 tons. 18. There is no erosion control plan at this facility. Total disturbed area appeared to be under one acre. If disturbed area is to exceed one acre at any time than an erosion control plan shall be submitted to and approved by NCDEQ Land Quality Section prior to grading activities. 19. The facility does not use odor control spray or fly spray. 20. There was no odor detected at the facility boundary. 21. The facility appeared to be graded appropriately to ensure positive stormwater drainage. 22. The facility has two backhoes on site for mixing of compost material. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Per 15A NCAC 13B .1406 (19) Compost Facility Training Requirements rule readoption states: (a) Facilities permitted as Large Type 1, Large Type 2, all Type 3, and all Type 4 shall have an operator, supervisor, or manager trained in accordance with the requirements in G.S. 130A-309.25. No less than one trained operator, supervisor, or manager meeting the requirements of this Sub-item shall be onsite during the facility's operating hours or available at a phone number provided in the facility permit. (i) Training in accordance with G.S. 130A-309.25(c) shall be required every five years. (ii) Persons who have achieved and maintain compost operator certification by the US Composting Council Certification Commission or equivalent shall be considered as having met the training requirements in G.S. 130A-309.25 for the permitted facility. (b) Owners or operators shall provide annual training for facility staff, including a review of the operations plan and permit documents. (c) Documentation of training required in Sub-items (a) and (b) of this Item shall be maintained at the facility and made available to the Division upon request. (d) Facilities permitted before the readopted effective date of this Rule shall meet the requirements of Sub-item (a) of this Item within three years of the readopted effective date of this Rule. Facilities permitted after the readopted effective date of this Rule shall meet the requirements of Sub-item (a) of this Item within 18 months of permit issuance. 24. 15A NCAC 13B .1410 Closure Requirements rule readoption states: (a) When the permitted compost facility ceases operations, the owner or operator shall meet the following conditions: (1) all feedstock and unfinished compost materials shall be removed from the site and taken to a permitted solid waste facility within 180 days; (2) finished compost materials left onsite shall comply with G.S. 130A-309.05; and (3) the owner or operator shall notify the Division in writing upon completion of the requirements of Subparagraph (1) of this Paragraph. (b) When a permitted compost facility has been closed in accordance with the requirements of Subparagraph (a) of this Rule, the permit shall be terminated. Future compost operations at the site shall require submittal of a new permit application in accordance with Rule .1405 of this Section. 25. The City of Asheboro Fire Department can be contacted to address an emergency at the facility. 26. The facility is secured by a metal gate with lock. 27. Access roads are of all-weather construction. 28. The facility has proper signage.
