REGAN Secretary MICHAEL SCOTT Director Security Oil Company Attn: Dale Carpenter Post Office Box 5028 Concord, NC 28027 (via email) Dear Mr. Carpenter: NORTH CAROLINA Environmental Quality August 19, 2020 Re: Acknowledgement of Report Receipt Rocky River Grocery 7939 Rocky River Rd., Concord Cabarrus County Incident number: 13400 Risk Classification: High The UST Section, Division of Waste Management (DWM), Mooresville Regional Office (MRO) received the June 29, 2020 Monitoring Report on June 29, 2020. The report recommending continued semi-annual monitoring (May and November) and remediation additives was reviewed and approved on August 19, 2020. The electronic copy has been loaded to the electronic document storage system (Laserfiche). The report indicates: • Free product was not detected in the on -site monitoring wells during the May 2020 sampling event. • MADEP aliphatic (C9-C 18) and aromatic (C9-C22) constituents exceed their respective @L Standard at the site (MW-2A and MW-8). • MADEP aliphatic (C9-C 18) and aromatic (C9-C22) constituent concentrations increased in monitoring well MW-8 and decreased in MW-2A when compared to the November 2019 sampling event. • The Naphthalene concentration in MW-8 was detected above the 2L standard during the May 2020 sampling event, an increase from the previous sampling event. • The other dissolved phase petroleum constituent concentrations have increased in MW-8 and decreased in MW-2A, but remain below 2L standards from the previous sampling event. Historically, there does not appear to be a correlation between the total lead detections and petroleum constituent detections. The presence of total lead is considered to be naturally - occurring. • Dissolved phase petroleum constituent compound concentrations have remained non -detect in monitoring wells MW-1, MW-4A, MW-5A, MW-6A, MW-7, DMW-1, DMW-2, and in water supply wells WSW-3 and WSW-4. The next semi-annual groundwater monitoring event shall occur in November 2020 with the Groundwater Monitoring Report submittal due to this office by December 31, 2020. Please note that sampling and correction action must be conducted in accordance with the Guidelines for Assessment and Corrective Action for UST Releases. Failure to comply in the manner and time specified may result in the assessment of civil penalties and/or the use of the other enforcement mechanisms. Please note that the AS/SVE remediation system must be properly maintained and the switch ready in case future use is necessary.
