Pcmpose: G. S. 130A-294 requires that an evaluation Program be established for the
operation of solid waste management facilities on a statewide basis. The
Solid Waste Management Act and solid waste Management Rules codified at
15A NCAC 13B list requirements which mist be followed by solid waste
facilities.
Instrt=tians: Solid Waste Section personnel shall cmplete the evaluation form each
time they conduct official evaluations. The form shall be signed by
the person(s) receiving the report.

Dear Jim:
Based on our telephone conversation of May 29, 2001, the N.C. Solid Waste Section
does not object to utilizing the processed C&D material as a bulking agent at the Blue
Ridge Paper Products Industrial Landfill. Metals detected in the process material
(Barium - 0.16 ppm, chromium - 0.075 ppm, and lead 0.25 ppm) using the TCLP testing
procedure were well within acceptable landfill limits.
We will monitor this project as a demonstration for 180 days. If the demonstration
proves successful, the process can be integrated into your solid waste operational plan
and the permit modified appropriately.

Dear Mr. Coghill:
Attached is a.copy of the May 31, 2001 letter fi-om Mr. James Patterson regarding use of
the processed C & D material presently stored at the Haywood County Wood Waste
Landfill on Incinerator Road. The letter conditionally approves the use of the C & D
material pending a 180-day demonstration period. If the demonstration is successful, the
landfill permit and operational plan can be modified to reflect its continued use.
Because of the potential variability of the material I would re -test from time to time given
that our Number 6 Landfill operating permit prohibits "...hazardous waste, liquid waste
and any other wastes that may pose a threat to the environment or public health." (Permit
Number 44-06, Section 4). As before, laboratory testing would include leachable metals
per TCLP, or additional parameters as necessary.
It is my understanding that deliveries of the material will be made by Haywood County to
the Canton mill site or the Number 6 Landfill site as space allows. Please call me at 828-
