Dear Mr. Giaugue:
The Solid Waste Section has conducted a review of the engineering portion
of the referenced application. Please address the following comments:
1. Volume I of the application refers to a 2-foot thick soil liner while
Volume II and plan drawings refer to compacted bedding soil as the
subgrade for the geomembrane. Please clarify and revise text to
ensure consistency. Also, add material, construction, and CQA
specifications for the soil liner.
2. Provide an operation plan for the facility.
3. Please provide missing text between pages 2-3 and 2-4 of Volume II.
4. Please be reminded that any additions or revisions to the approved
sedimentation and erosion control plan should go directly to the Land
Quality Section for approval. Provide a copy of the approval letter to
the Solid Waste Section when available.

Re: Draft Hydrogeologic Technical Review of the design
Hydrogeologic Report--Permit'to Construct, Landfill No. 6A-West.
Dear Mr. Giauque,
A preliminary hydrogeologic review has been completed by the Solid
Waste Section for the permit to construct the 6A West cell. Please have
your consultant respond to the following comments and questions:
Figure 5-1: Contour lines 2600, 2650, and 2700 are missing. Flow
arrows do not depict flow from west to east as indicated in the text.
Groundwater contours do not appear to match water levels reported.
Page 2-25: Refers to drawing C-200 in Appendix A of the Design
Report for soil borings. No soil borings are shown on this drawing.
Page 5-4: Refers to drawing C-102 in the Design Report for the
location of the nine piezometers installed for area 6A West. No
piezometers are shown on drawing C-102.
Groundwater gradients are generalized as horizontal with a downward
component beneath ridges and upward beneath the draw. A cross-
section of nested piezometers (P97-01 A, and B, P97-02 A and B, and
P97-03 A and B) indicate vertical components to groundwater flow.
Provide a cross-section showing the nested piezometers indicating
vertical components stated in the text. The cross-section should also
include the lithology.
Page 5-6: The stated discharge point is Bowen Branch. What is
the distance from the cell boundary to Bowen Branch?
Much of the recharge has been altered on the site as a result of landfill
activity. Cell A West is proposed to be constructed just above

weathered rock. The fracture trace analysis presented in the
Groundwater and Surface Water Assessment states regional
groundwater discharge is to the Pigeon River not Bowen Branch
Creek. Groundwater flows through rock fractures in the area of A
West. Groundwater flow through bedrock is significantly influenced
by fractures. It is difficult to adequately and quickly detect a sudden
release of a constituent in groundwater flowing through rock
fractures.
The mass dilution analysis addresses discharge only at Bowen
Branch. Hydrogeologic factors are not incorporated in the analysis.
Regolith aids in dispersion, adsorption, retardation and biodegradation
of constituents. The constructed two foot compacted soil liner serves
as the regolith after which water flows into rock fractures. Processes
that reduce the advance of a containment front as well as dilution are
diminished in rock fractures.
Modeling constituents should consider hydrogeologic conditions,
appropriate boundary conditions (and initial conditions), and provide
sensitivity analysis. Provide a flow net to show flow boundaries,
identify compliance boundaries, and surface hydrogeologic features.
What are the estimated rates of groundwater travel through the
fractured rock to the compliance boundaries?
What is the length of time it would take a leak from the base of the
cell to reach the compliance boundary?
Additional hydrogeologic testing will be necessary to properly
understand how the fractures are interconnected. Downhole
geophysical testing will more clearly ascertain groundwater flow
direction, bedrock fracturing and fracture orientation. Fracture
orientation in the bedrock can affect groundwater flow and reduce the
extent in which groundwater elevations follow surface topography.
Aquifer testing will provide more accurate depictions of the hydraulic
characteristics of the aquifer in both the weathered rock and fractured
rock.
Test to determine isotropic / anisotropic properties of the aquifer.
Page 5-6 & 7: Dilution analysis results do not address all
constituents on Table 2-1. Leachate analysis from one sampling event
does not provide adequate representation for potential concentration
of constituents. Summarize all analyzed leachate samples to provide a
historical review of constituents and their respective concentrations.
Page 4-2: The pin hole density and installation defect rate used to
run the HELP Model of one per acre does not provide a conservative
approach to the leakage rate. Use a minimum of eight holes per acre.
Explain why peak daily values for fifteen years was chosen. Is fifteen
years near steady state?
Dilution Analysis Calculation: One of the perimeters for the
analysis calculations is the landfill area in square feet. The landfill
area used is 29.02 acres. It is unclear why all of area A was used.
The cell in area east is 14.1 and proposed area west is 15 acres. Are
both cells going to be connected hydraulically?
Provide the proposed groundwater monitoring plan for cell 6A West
that includes well and surface water locations.
The hydrogeologic investigation is the foundation for aquifer
modeling which demonstrates the suitability of the design. A
demonstration ensures the groundwater standards established under
15A NCAC 21, will not be exceeded in the upper aquifer at the
compliance boundary established by the Division. A model is
calibrated to known conditions of the aquifer, provides predictive
simulations and has the results presented graphically.

The Solid Waste Section hereby approves the modification to the
WILLIAM L.MEYER _ closure cap system for Champion Landfill 6, Areas F, G, and H. This
DIRECTOR approval applies only to the design of the landfill closure cap system and
should not be regarded as an evaluation of the success of the cap's
performance as a corrective action tool. This correspondence does not
terminate continuance of assessment activities.
Champion International Corporation, Canton Mill shall notify the
Section when the proposed cap is installed and closure of the landfill is
completed. A landfill closure letter will then be forthcoming which will
specify post -closure activities.

RE: Disposal of Residue from House to be Burned in Champion's Landfill
Permit No. 44-06(C-Upper)
Dear Mr. Giauque:
The Solid Waste Section has no objection to placing residue from the house
belonging to Champion International, which will be burned as a fire training drill, in
Champion's Landfill — Permit No. 44-06 (C-Upper) subject to the following conditions
discussed in our September 11, 1998 meeting:
(1) The roofing shingles from the house will need to be removed prior to the burn and
properly disposed of at the Haywood County Landfill.
(2) The asbestos floor tile in the house will also need to be removed prior to burning the
house and properly disposed of in the Champion International asbestos disposal cell.

The Solid Waste Section has completed a review of the closure cap
design for Landfill No.6, Areas F, G, and H. Based on this review, the
following comments must be addressed.
1. A cover soil stability analysis was included in Appendix C. However,
this analysis was not performed for a critical slope of 3:1 . Please
revise to ensure stability of soil on steeper sideslopes. Also,
evaluate stresses in sideslope materials to ensure no failures on
critical slope.
2. Detail B, Cap Edge with Anchor, does not indicate that geonet will
be placed in anchor trench. Please comment if this is indeed the
case.
3. Detail E, Storage Pad, indicates 12" of gravel underlain by 24" of
common borrow. Area H cross sections indicate a gravel pad with
a thickness of three feet. Please correct discrepancy.

Dear Mr. Giauque:
This letter serves as formal acknowledgement of receipt by the Division
of Waste Management, Solid Waste Section, of information required by Rule
.0503(2)(d)(ii) submitted on behalf of the owner and operator of the referenced
industrial landfill. The rule requires that the owner and operator of an industrial
landfill receiving waste on or after January 1, 1998, submit a demonstration that
the landfill design ensures compliance with the ground water standards of 15A
NCAC 2L. This acknowledgement is given without Section review and
evaluation of the submittal and does not constitute final determination by the
Section that the design ensures compliance with the ground water standards
established under 15A NCAC 2L.
The Section will review and evaluate the information submitted and
determine if the landfill design ensures compliance with the ground water
standards. If the Section determines that the landfill design does not ensure
compliance with 2L, closure of the landfill will be required. The Section may
take into consideration the time required to properly close the landfill and the
time necessary to prepare for alternative waste management when considering
an order to close. If the Section determines that the landfill design ensures
compliance with 2L, a five-year permit will be issued. Additional requirements
such as an enhanced final cap system and specific operational requirements may
be made conditions of the permit.
