Re: Comments and Questions Generated During the Review of the Groundwater and Surface
Water Assessment for Landfill Number 6, Dated June 1996, and Submitted by Roy F.
Weston, Inc.(Permit #44-06).
Dear Mr. Giaugue,
The following are comments and questions which were generated by the Solid Waste
Section (Section) during the review of the June 1996 report Groundwater and Surface Water
Assessment For Landfill Number 6 submitted to this office by Roy F. Weston, Inc. (Weston).
1) The Section requests a copy of the down -hole video conducted on monitoring well MW-
17. Please provide the criteria that was used to decide on which well to conduct the video
logging. Was the proposed down -hole geophysical logging performed?
2) The length of the screened interval of monitoring well MW-17 exceeds Section policy
requirements. Please provide justification for the extended length.
3) Were bentonite seals and grout fill tremied into the boreholes?
4) The limited amount of pretest water level data collection, accelerated drawdown and .
subsequent short duration of the pumping test complicates accurately evaluating aquifer
conditions near the test site. The results appear to represent dewatering of a discrete
fracture set within an essentially impermeable matrix rather than of the fractured aquifer

in general. The Section believes that drawing further conclusions about the site based on
this test would be impracticable.
5) Because static equilibrium conditions had not been reached in monitoring well MW-16S
at the time the potentiometric maps were being developed, please evaluate and plot
subsequent site groundwater elevation data including monitoring wells MW-16S and
MW-16D. Please submit the updated potentiometric map and data to the Section with the
next sampling episode package.
The boring log for MW-16S indicates sandy silt with significant moisture occurring at 68
feet below ground surface. Are any further data available on the nature and extent of the
material contributing to the "perched" conditions of groundwater in this area?
6) Please submit a copy of the proposed cap improvements within 90 days. Section staff
will conduct a review and submit comments on its evaluation before installation.
7) Please submit a proposed schedule of events for the recommendations in section 5.2 of
the June 1996 report.

Dear Mr. Coffey:
We have received your letter of December 19, 1996, regarding Rule
.0503(2)(d)(ii), which establishes the requirements for operators of new
industrial waste landfills, lateral expansions of existing landfills, and industrial
landfills operating after January 1, 1998. A request that Champion provide a
preliminary evaluation of the referenced landfill was received by your letter of
January 18, 1996. Champion responded by letter on May 23, 1996, to Mr.
James Patterson, Solid Waste Specialist.
It was our understanding that because certain defined areas within Landfill 6
were to be closed prior to January 1, 1998, that Rule .0503(2)(d)(ii) would not
apply. Specifically, Areas B and C are no longer accepting waste and are being
covered with soil (as well as a limited volume of boiler ash to stabilize the
surface). Likewise, Areas F, G and H are no longer receiving waste. Each of
these areas was developed for the disposal of lime mud and asbestos containing
material (ACM). Area A East will be active beyond January 1, 1998. This area
is fully lined by 60-mil HDPE.
Champion is in the process of developing a construction permit application for
Area A West. Rough grading of this area was completed during the construction
of Area A East. Completion of Area A West is now required so that it is available
when Area A East reaches design capacity.
Each of the Areas described above falls within the homogeneous Landfill
Number 6 area, Permit Number 44-06. Champion intends to submit to the
DSWM, 30 days prior to January 1, 1998, a report detailing the information
requested in your letter of January 18, 1996. This report will be specific to

Areas A East and A West because only these areas will he receiving waste after
January 1, 1998.
