In response to the Dexter R. Matthews memorandum of January 10, 1992, and in
compliance with Solid Waste Management Rules 15A NCAC 13B .0600, Champion
International Corporation provides notification that the 1994 semi-annual sampling of
its Landfill Number 5 (Permit No. 44-01) and Landfill Number 6 (Permit No. 44-06)
groundwater monitoring wells will be during the months of May and November.
Champion will continue to notify the Solid Waste Section as specific sampling dates are
scheduled.

Dear Mr. Brown:
This correspondence replaces the original approval for beneficial reuse of Calcarb granted on
March 4, 1992. Based on the analytical data submitted on February 7, 1992, Calcarb may be
classified as "unrestricted grade" for marketing purposes in accordance with the maximum allowable
chemical characteristics listed in 15A NCAC 13B .1407 (4)(a)(ii).
Champion should initiate routine sampling and analysis of the Calcarb product to ensure that
the concentrations of chemical constituents remain below the above -referenced maximum
characteristics. Champion should notify the Section of any process changes that may affect the
product or any significant changes in chemical properties of Calcarb.
.For applications where repeated use of Calcarb can be expected, such as in agricultural
applications, the maximum accumulation of heavy metal applied to the soils shall be as designated in
15A NCAC 13B .1407 (5).

Re: Groundwater Quality Assessment Plan (Permit #44-06).
Dear Mr. Brown,
This letter is in response to your letter received by the Section November 10, 1994. The
assessment plan submitted by Champion and received by the Section on August 22, 1994 cannot
be approved until after review of the additional information due by December 5, 1994, and
March 31, 1995. The additional information may suffice for the initial phase of the water quality
assessment.
Clarification is needed on the bullet item on page 2, which reads "Assess potential extent
of plume, if any." During our meeting on October 31, we discussed the need for further
evaluation and investigation of possible offsite contamination to the east and further monitoring
well and surface water sampling at the Landfill site. Assessing potential extent of plume should
include these items.
The application of the proposed Haywood County construction and demolition landfill,
located adjacent to Champion's Landfill #6, is now available for review or copying at this office.
Data from one sampling episode (August 1993) of the site's monitoring system are also available.

General Statute 130A-294 authorizes the Solid Waste Management
Division to regulate solid waste management in North Carolina. It,
therefore, gives authority to the Division to evaluate wastes that
may pose a threat to the environment or the public health and to
subsequently prohibit disposal of these wastes at a sanitary
landfill in accordance with Sections .0103 (d) and (e) of the Solid
Waste Management Rules, 15A N.C.A.C. 13B.
Your recent request for disposal of the subject waste has been
reviewed and evaluated by section personnel. It is concluded that
the waste soil is not suitable for application on the designated
facility because that landfill is scheduled for Assessment for
Corrective Action in the near future. Adding this soil to the site
can potentially cause further contamination hindering the upcoming
assessment mentioned above. For this reason your request is
denied. It is recommended that you investigate utilizing the N.C.
Division of Environmental Management's Land Application program for
disposing this soil elsewhere on your company's Haywood County
property.

This procedure will be used by the Solid Waste Management Division to determine
whether a waste is (1) hazardous as defined by 15A NCAC 13A, and (2) suitable for
disposal at a solid waste management facility. Ti-je types of wastes that will be
evaluated by this procedure are primarily, but not exclusively, industrial and
ommercial wastes and sludges, and Publicly Owned Treatment Works Sludges.
The Solid Waste Management Division reserves the right to request additional
information or waive some of the requirements based on the type of waste if it deems
necessary. Tire Divisicn may also require some wastes to be treated or altered to render
the wastes errvircrmxmtally immobile prior to disposal at a sanitary landfill. Wastes
disposed at sanitary landfills must be non -liquid which can be properly managed in
