Canton Mill, Box C-10 Canton, NC 28716 Re: Landfill No. 6 Dear Ms. Ransmeier: This is to confirm our conversation of 6-3-83 concerning the information needed to issue a solid waste permit for the referenced site. As part of the construction plan, the following should be submitted: 1. Location (on topo map) of all homes and wells within 500 feet of the property boundary. 2. The EP Toxicity results for lime mud. 3. Final construction plans per .0504(2) a, b, c and d. 4. Final disposition of wastewater (i.e. applicable permit). 5. Final design calculations of individual drains and their location. 6. Quantity and type of final cover. 7. Engineering calculations for erosion control structures: a. Sediment basin ( and location) b. riser pipe c. velocity dissipator. 8. Erosion control measures below the outside dike. 9. Clarification of details on drawing No. 12. 10. Location of leachate collection system. 11. Method of handling surface water from top of landfill. Sampling frequency should be no less than annually. 2. Parameters to be evaluated are: I. EPA Interim Primary Drinking Water Standards* Arsenic Lead Barium Mercury Cadmium Nitrite (as N) Chromium Selenium Fluoride Silver *Maximum allowable concentrations can be found in the May 19, 1980 Federal Register, Appendix III, page 33257. II. Ground -Water Quality Parameters* Chloride Sulfate Iron Phenols Manganese *Allowable concentrations based on 1962 Drinking Water Standards and background water quality data. III. Ground -Water Contamination Indicators* pH Total Organic Carbon Specific Conductance Total Organic Halogen Elevation of Ground -Water Surface Total Dissolved Solids *Allowable concentrations determined by background comparison, see Part 265.93(b) Appendix B. It is suggested that a meeting be scheduled to discuss these items after you and your consultant have addressed finalizing the application. Box 2091 Raleigh, N.C. 27602-2091 April 1, 1983 Mary Lee Ransmeier Environmental Control Supervisor Champion Papers Canton Mill Box C-10 Canton, NC 28716 Re: Disposal Area F, Champion Papers Landfill No. 6, Haywood County Dear Ms. Ransmeier: The purpose of this letter is to notify you that Area F, on Landfill No. 6, is not approved for use for disposal of solid waste. Justification for this decision is based on the potential for waste to migrate from_ the disposal area to the adjacent water supplies. This exists because of the topographical relationship of the disposal area and the wells and possible fractures and joints which may connect the two. It is unfortunate that the area has been prepared. However, in reviewing the "site approval", the two homes were not shown as required by the rules. Had the homes been shown, this area would not have been approved. In reviewing the information submitted in March, 1983, it was determined that at least 3 homes and 2 wells exist on the southwestern side of the property. Again, these were not shown in the information for site approval. These should be designated on the topo map of the site. You may appeal this decision within 30 days after you receive this notification by requesting an administrative hearing concerning this matter. The request must be submitted in writing and must state the legal and factual issues in dispute. When a hearing is requested, it shall be in accordance with the rules contained in 10 NCAC 1B .0200, a copy of which is enclosed.
