SOLID WASTE PERMIT NO: 18-05-TP Date of Original Issue (PTO): October 4, 1990 Modification Date (New Permit): October 8, 2001 Page 3 CONDITIONS OF PERMIT TO OPERATE GENERAL CONDITIONS: 1. This permit is valid for five (5) years and is subject to review on or before 8 October 2006, as per 15A NCAC 138 .0201(e), according to the issuance date of this Renewal/New Permit. Ninety days prior to the expiration date of the Solid Waste Permit, the permittee shall notify the Solid Waste Section. Modifications, where necessary, shall be required in accordance with Rules in effect at the time of review. 2. The approved plan is described by Attachment 1, "List of Documents for Approved Plan". 3. This permit is not transferable. OPERATIONAL CONDITIONS: 4. This facility is permitted to receive, process, and store recyclable solid waste materials listed in Attachment 1: "GOS MRF" generated by and in the counties of North Carolina, as described in the approved plan. Small amounts of residential solid waste and by- pass commercial waste, as defined in GS 130A-290 (a)(35), are also allowed to be processed through the facility, except that hazardous wastes, liquid wastes, medical waste, sludges, asbe~tos, industrial wastes, construction and radioactive wastes are prohibited. The service area shall not be expanded without prior written approval from the Solid Waste Section. 5. This facility shall be operated, and maintained in a manner so as to prevent the creation of a nuisance, potential health hazard, or a potential fire hazard. 6. Any water that comes into contact with solid waste shall be contained on-site or disposed of in accordance with all pertinent rules and regulations. 7. Based on operating performance, the Conditions of Permit for the facility are subject to revision. 8. The storage period for recovered materials should not exceed one year. 9. Effective vector control measures shall be applied as necessary to control flies, rodents, insects or vermin. 10. Adequate equipment for fire control shall be available and shall be tested as necessary to assure its proper operation in time of emergency. Appropriate measures shall be applied to confine wind blown material on the property. 12. The facility shall be maintained in a sanitary condition and in a manner which protects the public health and environment. No waste shall be left on the tipping floor and all litter and extraneous waste shall be picked up at the end of a work day. 13. Non-processible/non-conforming wastes including, but not limited to construction and demolition debris, land-clearing and inert debris, white goods, lead acid batteries, etc., shall be segregated from the process waste stream and shall be managed, processed and/or disposed in accordance with the approved plan, and in accordance with all applicable local, state and federal rules. Bailed residual waste shall be disposed in the Catawba County Blackburn Landfill, Permit No. 18-03. Specific residual wastes may be recycled or reused only after prior written approval from the Section. All conditions of said approvals shall be incorporated into this permit. RECORDKEEPING AND REPORTING REQUIREMENTS: 14. A copy of this permit and the approved plans shall be maintained at the facility. 15. Fires and non-conforming waste incidents shall be reported to the Solid Waste Section within 24 hours, and a written notification submitted within 15 days. 16. On or before August 1 of each year, the permittee shall report the amount of waste received, recycled, and disposed (in tons) to the Solid Waste Section on forms prescribed by the Section. This report shall include .the following information: a. The reporting period shall be for the previous year, beginning July 1 and ending on June 30. b. the amount of waste received, recycled, and disposed (in tons), compiled on a monthly basis by county or transfer station of origin; and c. The completed report shall be forwarded to the Regional Waste Management Specialist for the facility. A copy of the completed report shall be forwarded to the County Manager of each county from which waste was received. 17. The facility shall also maintain a record of commercial mix-waste loads received and processed. At a minimum, the record shall include the type(s), composition (by percent weight), and sources of the waste. These records shall be made available to the Division upon request. I. Attached is a site plan. II. The Operational plan is as follows: The Conover Recycling_ facility handles 3800 tons of material each month. 84% o.f this tonnage is source separated recycling materials processed for re-sale. Only 16% is MSW headed to the Catawba County laµdfill. This solid waste only comes from two sources: Overflow from the GDS hauling division located on Section House Road, Hickory NC, and The City of Conover's residential garb~ge collection, all of which is generated solely in Catawba County. There is no waste brought into the facility from outside of Catawba County. This waste is dropped on the tipping-'floor, away from the other materials for recycling. It is immediately loaded into w'a:Jking floor trailers and transported to the Catawba County landfill. The recycling materials come from approximately 20 counties. It is processed and baled as it comes in. Most material is shipped out the same week it arrives. The longest we store any material to be recycled is 6 weeks. The only material that originates outside of North Carolina comes from Clemson University. The material from Clemson are already sorted and processed at the Clemson MRF. All we do is take bales of various materials and sell with our processed material. Attached is a report we do each year for the state; it shows how much material originates from each county and what the breakdown of material is. The grounds are cleaned everyday, picking up any loose debris, and washing down the tipping floor once it is cleared. The water from the tipping floor is collected in a special catch pit that we are contracted with Saftey Kleen to pump every six months. The City of Conover checks the water run off and catch pit quarterly.
