The enclosed Solid Waste Permit and Conditions of Permit for the
referenced facility is issued in accordance with G.S. 130A-294 and 15A ·
NCAC 13B. A copy of this permit and the approved plan must be
maintained at the facility.
The Division is encouraged by this progressive approach to solid
waste management and the beneficial function it will serve in western
North Carolina. As these facilities are relatively new to our
program, the Division may require modification to this permit as our
knowledge and experience advances.
This permit is issued to GOS Recycling Services for the operation
of a Materials Recovery Facility, which receives recyclable materials,
processes those materials, and prepares them for marketing. The
General Conditions of Permit describe the acceptable waste types and
exclusions, wastewater management, storage limitations, and provisions
for permit revisions. Recovered materials stored in excess of one
year may be subject to additional requirements. As outlined in the
approved plan, a majority of the materials received at the MRF will
be co-mingled recyclables; the exception being commercial loads
containing mixed-waste, with a high recyclable content. Please note
General Condition #2, which establishes guidelines for receipt of
commercial mixed-waste. Receipt of residential mixed-waste (MSW) will
require amending this permit. ··
Proper operation of this facility is dependent of the successful
implementation of the approved plan, in accordance with the
Operational Conditions of Permit. Additionally, comprehensive
employee training is critical to the safe operation of the MRF. OSHA
regulations and the Right to Know Act establish the guidelines and
responsibilities·for safety in the workplace. Should you have

Again, the Division enthusiasti'cally supports recycling programs
throughout North Carolina. We are hopeful that the GOS MRF will
promote source seperation of recyclables and strengthen the markets

MATERIALS RECOVERY FACILITY
CONDITIONS OF PERMIT
GENERAL
1. This facility is permitted to receive the
recyclable waste materials listed in Attachment 1:
"GOS MRF". Receipt of hazardous waste is
prohibited. Receipt of additional waste materials
will require approval by the Division.
2. GOS shall maintain a record for commercial
mixed-waste loads received and processed at the
MRF. At a minimum, the records shall include the
type(s), composition (by percent weight), and
source of the wastes. These records shall be made
available to the Division upon request.
3. This facility shall be designed and operated in a
manner so as to prevent the creation of a
nuisance, potential health hazard, or potential
fire hazard.
4. Any water which comes in contact with solid waste
shall be contained on-site and disposed of in
accordance with all pertinent rules and
regulations.
5. This permit shall be reviewed every five years.
Modifications, where necessary, shall be required
in accordance with Rules in effect at the time of
review.
6. · Based on operating performance, the Conditions of
Permit for this facility may be subject to
revision.
7. This facility shall be constructed in accordance
with the approved plans and all pertinent rules
and regulations. Modifications shall be approved
by the NC Solid Waste Section.
8. The storage period for recovered materials at this
facility should not exceed one year.
9. A copy of this permit and the approved plans shall
be maintained at the facility.

OPERATIONAL
1. This facility is designed to receive, process, and
store recyclable materials.
2. Disposal of baled residual waste materials shall
be in accordance with 15A NCAC 13B.
3. As necessary, effective vector control measures
shall be applied to control flies, rodents,
insects or vermin.
4. Adequate equipment for fire control shall be
available and shall be tested as necessary to
assure its proper operation in time of emergency.
5. Appropriate methods shall be applied to confine
wind blown material on the property.
6. The facility shall be maintained in a sanitary
condition and in a manner which protects the
public health and environment.
7. GOS shall maintain records (by weight) for the
amount of waste received and the amount of
materials recovered and recycled. These records
shall be made available to the Division upon
request.
8. Facility operations, including employee training,
safety and contingency procedures, and record
keeping, shall be in accordance with the approved
plan and according to all pertinent rules and
regulations.
9. Fires and non-conforming waste incidents shall be
reported to the Division (Regional Waste
Management Specialist) within 24 hours, and a
written notification submitted within 15 days.

Recycling Will Be Convenient and Easy At The
New GDS Recycling Services Materials Recovery Facility
GDS Recycling Services Is a division of Garbage Disposal Service, Inc., which has served Catawba County and the
surrounding area since 194 7. GOS Is building a new Materials Recovery Facility at 133 Somerset Drive Extension in the
Catawba Industrial Park In Conover. This 46, 750-square foot facility will process a variety of recyclable plastic, metal and
paper materials collected from homes and businesses In Hickory, Newton and Conover and in Catawba and Caldwell
counties. The facility will employ 15 people.
The GDS Materials Recovery Facility will be equipped to process:

• plastic soft drink bottles and milk jugs • newspaper
• other plastics • corrugated containers
• glass • office waste paper and other mixed paper
• waste oil • textiles
GOS Recycling Programs and Services:
LARGE-VOLUME MATERIALS RECYCLING
GDS provides on-site source separation and baling of recyclables for commercial customers which generate large
volumes of recyclables. w,Je offer a cost-effective lease program on various slz.e balers.) GDS contracts with the
recycling customer to buy recyclable materials at their place of business and, in many cases, to move It directly to
market. In some cases we simply store the materials at our facility until it can be marketed in trailer-loads.
SMALL AND MEDIUM-GENERATOR CARDBOARD RECYCLING
Using front-loader containers, GDS will pick up recyclable cardboard from businesses on a regular schedule
matched to the volume generated. Many businesses in our area will find this useful, especially as tipping fees for
waste containing cardboard Increase. Businesses that don't generate enough cardboard to justify baling it
themselves or that don't want to transport the loose materials can let GDS do it for them economically. There
will be no tipping fee for this service and hauling will be at a reduced rate.
CO-MINGLED RECYCLABLES
Many manufacturing plants generate several types of recyclables In varying quantities. GDS will pick up these co-
mingled recyclables using front-loader containers and sort them on the conveyor system at our facility. This
service lets even smaller recyclable waste generators help reduce our area's waste stream.
I. MIXED-WASTE SORTING • -:,
After we complete examination of commercial waste loads we will dispatch our trucks to pick up loads with high
recyclable content. These loads of corrugated cardboard and other recyclable materials will be delivered to our
facility and sorted on our conveyor system.
COMMERCIAL AND RESIDENflAL GLASS RECYCLING
We will gladly set up glass recycling programs for any restaurant or lounge in the seven-county area we serve. We
will also expand our system of 10 convenient drop-off locations to more populous areas to accept glass from
homeowners for recycling.
