The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
On August 7, 2020, Amanda Thompson and Drew Hammonds conducted a comprehensive inspection of McArtan Mine
LCID Landfill located on Josey Williams road (NCSR 2027) in Harnett County.
1. The facility is a land clearing and inert debris (LCID) landfill.
2. The facility has proper signage.
3. Hours of operation are Monday through Saturday from 7:00am to 5:00pm.
4. The PTO expired on February 19, 2020. Barnhill has electronically submitted permit renewal documentation
to the Section.
5. The facility is properly secured with a locked gate.
6. The facility is permitted to receive waste generated within Harnett County.
7. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated
soil, inert debris, and asphalt.
8. The facility site plan, operations plan, and permit and were not reviewed with the site operator at this inspection.
9. Facility needs to be mowed to allow for proper inspection.
10. Per 15A NCAC 13B .0566(4), "Adequate soil cover shall be applied monthly, or when the active area
reaches one acre in size, whichever occurs first." Several areas of exposed debris were identified near the
northwestern corner of the site during the inspection.
11. Per 15A NCAC 13B .0566(10), "Surface water shall be diverted from the working face and shall not be
impounded over waste." Several areas of settling and grasses indicative of potentially wet areas were observed
near the center and eastern portion of the site. One area of standing water was observed near the center of the site.
12. Excavation, grading, and fill material side slopes shall not exceed three to one (3:1).
13. Woody vegetation was observed along the southern portion of the side slopes and should be removed.
14. Orange -and -white construction -marker barrels are being used as edge -of -waste markers except that the western
limits are defined by an existing drainage ditch. A couple barrels appear to have been run over and position
shifted. Markers should be replaced properly outlining the edge of waste.
15. Digital pictures were taken during the inspection.
