NCDEQ - Mooresville Regional Office 601 East Center Street, Suite 301 Mooresville, NC 28115 Ref: Monitoring and Water Supply Well Sampling Results Carolina Fast Mart #2 5104 North Highway 49 Concord, Cabarrus County, North Carolina Groundwater Incident No. 20117 Shield Project 1990047 Dear Ms. Beverly: Shield Engineering, Inc. (Shield) personnel, on behalf of Carolina Oil Company, mobilized to the Carolina Fast Mart #2 site on May 20, 2020 to obtain the monitoring and water supply well samples required to be collected per the North Carolina Department of Environmental Quality (NCDEQ) Notice of Regulatory Requirements (NORR) letter dated February 14, 2020. During our site visit, samples were collected from monitoring wells MW-4 and MW-5 as well as water supply well WSW -IA as requested in the NCDEQ NORR. Figure 1 illustrates the site layout and monitoring well locations. The locations of the area water supply wells are illustrated on the 1,500-foot radius map presented as Figure 2. Monitoring well and groundwater information can be seen in Table 1. The laboratory analytical data for the samples collected on May 20, 2020 from the sampled wells are summarized in Table 2. The laboratory analytical data for the sample collected from MW-4 and MW-5 showed naphthalene concentrations of 6.7 and 20 micrograms per liter (ug/L) respectively, which is above the North Carolina Administrative Code (NCAC), 15A 2L Class GA Standards (2L Standards) of 6 ug/L for that constituent. The laboratory analytical data for the sample collected from MW-4 showed a benzene concentration of 2.2 ug/L which is above the 2L Standards of 1 ug/L for that constituent. No other constituent concentration exceeded the 2L Standards in MW-4 or MW-5. The analytical results for the WSW -IA show that no constituent concentrations exceeded the 2L Standards. A copy of the laboratory analytical report for the May 20, 2020 sampling event is presented in Appendix A. Monitoring wells MW-4 and MW-5 have remained close to the 2L Standards for several years. Therefore, Shield recommends the use of one of the remediation additives approved by the North Carolina Department of Health and Human Services, such as Provect-OX2, to be added to MW-4 and MW-5 followed by groundwater sampling on a semi-annual basis. Provect-OX2 is available in sleeves which could readily be placed in these two wells for about $700 per well. See Appendix C. If the NCDEQ has a different recommended additive Shield is willing to try that method. The monitoring and water supply wells are scheduled to be sampled again in November 2020.
