Unfortunately, several of the people from McGill Associates and the Solid Waste Section that were involved in the pennitting of the development of the park are no longer working which makes the recreation of the timeline and permitting documentation difficult. The information below is based on our available records for the development of the park. March 2001, McGill Associates begins preliminary investigations and development of the conceptual site plan for the project. September 5, 2001, McGill Associates submits Conceptual Site Plan for the Park to Jim Coffey, Section Chief, Solid Waste Section. The transmittal letter is attached. February 2002, Bunnell-Lammons Engineering, Inc. (BLE) begins landfill gas assessment services. July 19, 2002, BLE completes the Soil Gas Sampling Report. (A copy of the report is in your files) December 5, 2002, McGill Associates submits Preliminary Site Plan to Jim Barber, Solid Waste Section for review. A copy of the letter and the drawing is attached. January 9, 2003, the Town of Canton receives tentative approval from Jim Coffey of recreation park plans submitted in December 2002. Jewett, Solid Waste Section, and request approval to place an additional restroom/ concession building on the property. A copy of the email is attached. August 2, 2005, ball field construction is substantially complete. Andrea, I hope the above information is helpful. Per a letter to you, dated August 14, 2001, from Tom Richardson with International Paper, the Town of Canton plans to enter into a license agreement with International Paper to develop the park. McGill Associates has been retained by the Town of Canton to assist in the. development of the new park. As shown on the enclosed drawing, the park will consist of the development of nine (9) baseball fields, upgrade of an existing building to be utilized as a recreation center, and parking areas. A majority of the site will receive 3 to 4 feet of fill to allow for shaping and drainage. In order to protect the integrity of the existing cap, there would be no excavation into the existing grade. We are in the process of beginning an initial evaluation of site for its suitability. We request your comments regarding these proposed modifications and any special conditions that may be required by the Section. Based on the preliminary plans, six softball fields, two tee ball fields, a Recreational Center, parking areas, and a walking trail appear to be atop the old Landfill No.513. The four soccer fields, picnic area, restroom facility, additional parking area, and concession shelter on the east side of the property appear to be atop the old borrow area.for Landfill No. 5B while the youth soccer field and additional picnic area to the south appear to be in the buffer area or flood plain of Beaverdam Creek. Based on the submitted information, the concept of a proposed athletic facility appears feasible and constructable. However, certain details need to be addressed before the Section can approve the post -closure use of Landfill No. 5B as proposed. The Section would like to see a more detailed plan that would address the following: - Any construction atop the old landfill must not adversely effect the landfill cap, including building foundations, light or other pole structures, fencing installation, bleachers, etc. - Methane gas is a by-product of organic material decomposition that normally occurs in landfills. This .gas is explosive in concentrations of 5% to 15% of ambient air. Therefore, strict monitoring of methane levels in buildings and structures on and adjacent to the site and at property boundaries is considered an integral part of landfill post closure care. Landfill in Canton NC Tim, We wanted to touch base with again regarding the progress at the I.P. Landfill in Canton. Haywood County has a contract with a local contractor to begin moving material over to the Landfill. The contractor will move the material on -site and have a dozer with a trailing sheepsfoot to shape and compact the material to drain the water to the sides. Currently, we are working on the design for the final ballfield arrangement, along with drainage and recreational amenities. One thing the Town of Canton has asked for is to place an additional restroom/ concession building near there premier field #2. They would like a framed building roughly 700- 1000 sf. The location would be towards the edge of the landfill to allow for a sewer drain to be in fill, rather than waste. As you already, know they have an existing structure on the landfill that has been there for 10 years. We have carefully looked at this structure for signs of settling and have seen no indications of any type of settling. We have also gathered information from one of the dozer operators that was involved in the filling process during landfill construction in this area of the landfill (closest to 1-40) He verified that this area was filled with lime and fly ash. We are requesting your response to the feasibility of this proposed structure on the landfill. Please let us know what information you may need to review this proposal. Thank you for your attention to this matter. If, possible the Town has a council meeting next Tuesday, March 9 and we would like to provide this information for them. (Altamont) on behalf of International Paper Company (IP), continues to seek documentation regarding the post closure use of Landfill 5B as a Baseball Park. You are aware that the Town of Canton leases the Landfill 5B cell from IP. Both Altamont and IP are aware that IP remains the responsible party for the landfill. However, the License Agreement between the Town and IP clearly states that "Prior to commencing any work at the Premises, Licensee shall obtain all necessary permits as may be required by any governmental authority or regulatory body and provide proof of same to Licensor. Licensee is responsible for conducting all necessary studies, investigations and tests to determine the suitability of the Premises for its intended use. Any modifications to the Premises that may be required to make the Premises suitable for the intended use shall be the responsibility of the Licensee." For this reason Altamont and IP understand that the Town of Canton and its consultants were responsible for permitting the post closure use of the landfill. Altamont has requested and is waiting for documentation from the Town and its consultants regarding this matter and will provide the documentation to you as soon as we receive it. We do believe that authorization from the SWS was given for the construction of the Baseball Park. In the meantime, Altamont conducted a landfill gas (methane) screening event at the Landfill 5B cell to address health and safety concerns at the site. The results of the screening event are attached. Methane was detected at four of the 38 screening locations (please refer to the attached LF513 Gas Measurements pdf). The maximum detection was measured at screening location 25 (please refer to the attached LF513 Gas Screening Locations pdf), a stormwater inlet, and showed a concentration of 0.7% methane which is 14% of the Lower Explosive Limit (LEL). As a proactive precautionary measure IP constructed a six-foot high, 20-foot by 30-foot, chain -link fence around the stormwater inlet were the 0.7% methane detection was recorded. Photos of the methane screening locations will follow as an attachment in a subsequent email due to the size of the attachment. Altamont Environmental, Inc. (Altamont) installed 11 permanent landfill gas probes and four temporary landfill gas probes on the closed International Paper (IP) Landfill 5 during the week of September 9, 2009 in accordance with the Investigation Plan approved by the North Carolina Department of Environment and Natural Resources, Solid Waste Section (NCDENR SWS) on August 17, 2009. Probes were installed on both the Landfill 5B and 5C cells and along the property boundary. Altamont measured methane and carbon dioxide levels for all probes on September 14 through 16, 2009. Additionally, Altamont measured methane concentrations in ambient air around Landfill 5B and within buildings on Landfill 5B. The results are attached. Altamont conducted landfill gas measurements for three days with two different monitoring meters to verify meter accuracy. All landfill gas probes, with the exception of the two wells that were not installed in landfill waste, had detections of methane that exceed the lower explosive limit (LEL) for methane of five percent by volume. None of the ambient air measurements had methane detections that exceeded 25% of the LEL. One ambient air measurement at location 29 had a detection of 0.8 % methane. A temporary fence was constructed around this location to prevent access. (Note: a temporary fence was also constructed around location 25 after landfill gas monitoring was conducted on July 15 and 16, 2009.) Please refer to Figures 1 and 2 for reference. A Landfill Gas Mitigation Plan will be sent to NCDENR SWS within 60 days. We recently became aware of the attached letter from James C. Coffey with NCDENR SWS to the Town of Canton, dated January 9, 2003 regarding the Landfill 5B International Paper Sports Complex. Jim Coffey with the Solid Waste Section of NCDENR released a post -closure permit and conditions letter dated October 25, 1999 for Landfill 5. One conditions states "the owner and/or operator shall take the measures necessary to ensure that the closed site shall continue to meet the design standards for landfill gas found in Rule .0503(2)(a)." The conditions also states, "plans for post closure uses shall avoid possibilities for the entrapment of methane gas." This closure letter is attached. Tom Ross with Champion International Corporation (a company that subsequently merged with International Paper Company in 2000) contacted Stu Ryman with The Fletcher Group (currently Altamont Environmental, Inc.) to manage Landfill 5's post closure conditions on December 3, 1999. Stu Ryman sent Tom Ross an email dated April 13, 2000 after an on -site meeting with Mark Poindexter from the Solid Waste Section of NCDENR stating, "Mark Poindexter is well aware of the gas monitoring we are doing at some MSWLF sites in WNC and he made no indication that gas monitoring was required at Landfill 5 when he and I met on -site a few weeks ago." On April 24, 2000 The Fletcher Group conducted landfill gas screening of cap penetrations on Landfill 513 using an Lower Explosive Limit (LEL) meter calibrated to methane. One reading of methane was detected at 31% of the LEL near the Landfill 513 main gate, all other readings were 0 — 0.1%. These results are attached. In August 2001 the Town of Canton became interested in utilizing Landfill 56 for a sports complex. Stu Ryman sent Tom Richardson (successor to Tom Ross with International Paper Company) an email dated October 23, 2001 and stated that he informed the Town of Canton that "gas may exist and should be considered in their design." The Town of Canton hired Bunnell-Lammons Engineering (BLE), Inc. to conduct a more detailed landfill gas investigation prior to site redevelopment. The investigation found 0 — 0.1% readings of methane at three out of four sampling locations and 0% methane reading at the other sampling location. The BLE report is attached. During the file review it was determined from historical photographs that that the Neo Corporation building adjacent to Landfill 513 is not located on landfill waste. A copy of this photograph is attached. I have also attached the Landfill 5 figure for your reference. Since then, it appears that no other landfill gas investigation or correspondence has been conducted. International Paper is willing to cooperate on this matter and would like to move forward with complying with the post -closure permit if ongoing landfill gas monitoring is determined to be compulsory. If necessary, International Paper would be willing to participate in a meeting with the Solid Waste Section to work out a plan to provide you with adequate information to enable you to officially approve post closure uses, including the enclosed (but not permanently occupied) structures. Additionally, an investigation plan for a proposed livestock market facility has been submitted to Mr. Gaither today. This plan proposes a landfill gas investigation at Landfill 5C. We would like for the Solid Waste Section to consider the proposed landfill gas investigation at Landfill 5C before making a decision to require ongoing landfill gas monitoring. Lastly, the phone number recorded on the audit report for Tom Richardson should be changed to (901) 419-3878; the number shown is now obsolete. I found one landfill gas evaluation performed on Landfill 5B in 2002 at the request of the Town of Canton, prior to the baseball field development, where methane was not detected above 25% of the LEL (5% methane). 1 am still looking in our archive files for more information.
