Meyer Director The Solid Waste Section has reviewed the data received by our office on February 10, 1992. Based upon the information submitted the Section approves the usage of the product as Unrestricted. A quality control program should be implemented and records maintained to assure that the reported levels of heavy metals and PCB's does not fluctuate. Special attention should be paid to the level of Cadmium and PCB's which did show up in the final product. If the level of Cadmium exceeds 10 mg/kg (dry wt.) and/or the level of PCB's exceeds 2 mg/kg (dry wt.), your product cannot be distributed in an unrestricted category. You should contact the Solid Waste Section if any changes in the quality of the product occur. If you have any questions or comments, please contact our office at (919)733-0692. Rick Doby, Sr. Q3� 4,( Waste Management Specialist SUBJECT: Petition for Contested Case Haywood County Landfill Permit No. 44-02. Judge West conducted a hearing for petitioners request to obtain a temporary restraining order (TRO). The alleged "landfill construction activities" were on county -owned property adjacent to the property which is described in the solid waste permit; Haywood County has not initiated construction of the landfill. Judge West denied the petitioners request. Hearing for a stay of the permit decision is presently scheduled for October 19, 1992. CRD/kr P.O.
