Justification for this decision is based on the potential for waste to migrate from the disposal area to the adjacent water supplies. This exists because of the topographical relationship of the disposal area and the wells and possible fractures and joints which may connect the two. It is unfortunate that the area has been prepared. However, in reviewing the "site approval", the two homes were not shown as required by the rules. Had the homes been shown, this area would not have been approved. In reviewing the information submitted in March, 1983, it was determined that at least 3 homes and 2 wells exist on the southwestern side of the property. Again, these were not shown in the information for site approval. These should be designated on the topo map of the site. You may appeal this decision within 30 days after you receive this notification by requesting an administrative hearing concerning this matter. The request must be submitted in writing and must state the legal and factual issues in dispute. When a hearing is requested, it shall be in accordance with the rules contained in 10 NCAC 1B .0200, a copy of which is enclosed. Notabl;,, this event was the hirth of a long and continuing relationship with the people and communities of 'Western North Carolina. We have now maintained this valued association for seventy-five (75) years, and in recognition cf this milestone, events are planned with due respect to this outstanding accomplishment. A Special Guided Tour of the mill will be conducted Monday, august 29, 1983 at 1:00 p.m. for groups and agencies who have worked with us here at the Cantcn-Waynesville operation. You and your staff are cordially invited to attend this Special Guided Tour which will enable you to see areas of the pulp mill that will be closed to the general public during the Open House. If you and your staff would like to attend, please contact Bob Phillips, Supervisor of Communications and Community Relations, at 646-2308 in order that sufficient guides will be available. If you are not able to attend the Special Guided Tour on Monday, the Open House of the Cantor, Mill facilities is planned for the general public August 3U, 31 and September 1 and 2, 1983. This will entail registration at the Robertson Y.M.C.A. in Canton between the hours of 12:00 noon and 5:00 p.m. daily whereupon visitors will be transported to the mill, have a walking tour of Paper and Converting operations, concluding with refreshments in the Mill Cafeteria. Visitors will then view certain Pulp Mill facilities by bus on their return to the Y.M.C.A. Appropriate displays and information centers will be located along the tour roate. Haynes, Champion's Landfill No. 2A was permitted by the State for operation. This included the entire property described in the permit (Attachments I and II) except approximately one acre of land immediately surrounding the residence of Mr. and Mrs., Haynes. The areas already filled are shown on Attachment III. The residence was destroyed by fire and Mr. and Mrs. Haynes have an agreement with Champion to lease the remaining portion of the property to be excavated for the disposal of lime mud, bark and fly ash. The final elevation of the site will be raised to blend in with the surrounding contour and provide good drainage. All the conditions of the permit will be met.
