Fourteen miles west, near Waynesville.. Champion operates. a sheet converting plant and a polyethylene extrusion coating operation for put- ting plastic coating on milk stock. Current mill production is over 1350 tons of pulp per day and almost 1500 tons of paper and foodboard each day. The mill operates 24 hours daily, seven days a week. A total of 2460 employed at Canton and Waynesville. Of this number 2210 are at the Canton Mill. Manufacturing operations at the Canton Mill include: Steam and electric power generation facilities, pine and hardwood pulp mills using the sulphate chemical process, multistage bleaching systems, chlorine production'facilities, five paper machines, one foodboard machine, sheeting, trimming and packing equipment, warehousing and shipping facilities. The chemical recovery operations consist of multiple effect evaporators, two recovery furnaces, two lime kilns and cooking chemical preparation facilities. The mill generates large quantities of solid wastes from primary and secondary waste water treatment facilities, fly ash from three coal burning boilers, cinders from a combination coal -bark burning boiler, excess lime sludge, bark and small quantities of other mis- cellaneous materials. All solid wastes are hauled by truck from the mill area to landfill sites located two to three miles from the mill. N. C. OPERATIONAL REPORT Landfill 2-B is to be used for industrial wastes from Champion Papers' Canton Mill. These wastes, amounting to approximately 1500 cubic yards each day and comprised of centrifuge cake (501"0, fly ash and cinders (22.5%), excess lime, sludges (14%) and bark (12.5%). Under normal mill operating conditions solid wastes will be hauled to Landfill 2-B between the hours of 7 a.m. and 3:30 p.m. daily. It will be a seven-day week operation. Whenever the waste quantity generated at the mill exceeds that which can be hauled during those hours, the hauling period will be extended beyond the eight -hour day. There are periods, during bark boiler repairs and lime kiln repairs, when it will be necessary to haul round the -clock. When this is done, at night as a safety precaution, two men will be assigned to each truck. Spread and cover of material.hauled at night will be done the following day. A bulldozer with operator will be at landfill site during the hours of 7 a.m. - 3:30 p.m. When necessary, this period will be extended to meat spread cover requirements. A front-end loader with 5 cubic yard bucket is available whenever needed. Additional earth -moving equipment will be obtained from a local contractor for dike construction and stock piling of cover soil. This equipment will include bulldozers, front-end loaders, Payscraper pans and sheepfoot packer. Frank J. Clontz, Manager, Materials Services at the Canton bill is the individual responsible for operation and maintenance of the site. After completion of landfill, the area will be used for pasture as well as hay, corn and tobacco crops. The anticipated life time of Landfill 2-B project is approximately six to seven years. In 1975 Champion Papers completed construction at the Canton Mill a filter press installation costing $29600,000. This installation permits the activated sludge to be treated separately, forming a dense cake. Removal of activated sludge from other centrifuge cake will produce a dryer and more acceptable material for our landfills. Since the centrifuge cake is about 50% of our wastes, this installation should greatly improve the stability of the operation. APPLICATION FOR VARIANCE - LANDFILL 2-B (Cole Tract) The SOLID WASTE MANAGEMENT RULES, Subchapter 1OC-Sol i.d Waste and Vector Control, SECTION, 0118 VARIANCES, provides for the Division of Health Services to grant variances from prescribed operational requirements outlined in Section 0116 (3). The proposed Laldfill 2 B site will, be used for disposal of industrial wastes from Champion Papers Canton Mill. The wastes consist of centrifuge cake, wood fibre, fly ash, cinders, excess lime sludge and bark. Approximately 50% of Champion Papers' wastes are centrifuge cafe. The remaining wastes are comprised mostly of fly ash, cinders, lime sludge and bark. Occasionally these materials are mixed with the centrifuge cake. Frequently they are used as cover materials, especially the fly ash, cinders and bark. Spread and cover of wastes is done on a daily basis with the above mentioned materials. Champion Papers requests the DIVISION of HEALTH SERVICES consider granting a variance from compacted daily cover of. its wastes. We ramiest to uaP the materials noted in above naragrauh for cover of landfill wastes. The materials, have been used satisfactorily in the past at other landfills operated by the company.
