Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Page 1 of 4 FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management NORTH CAROLINA Solid Waste Section ADDITIONAL COMMENTS 1. All photos were taken by Lee Hill on July 31, 2020. 2. The facility is open to the public Monday through Friday 7:00 am to 4:00 pm. 3. The facility has a new contracted hauler, Atomic Transport, who takes the waste to the Upstate Regional Landfill in Enoree, South Carolina. Records Review 4. Tonnage records were reviewed from the 2019-2020 Facility Annual Report. The facility disposed of 110,477.58 tons of waste from July 1, 2019 to June 30, 2020. 5. The facility supplied a random selection of waste screening forms by email for review. The waste screening forms showed the final disposition of any unacceptable material that was found. 6. Refrigerant recovery records were provided by email. The last refrigerant extraction was performed on March 30, 2020 by Daniel Smith, CMC Commercial Metals. 7. A random selection of scrap tire forms was reviewed by email and appeared to be filled out correctly. 8. Electronics are sent to Ecycle Secure for recycling and electronic totals were available from the 2019-2020 Facility Annual Report. 9. The transfer station consists of two pre-engineered buildings. Commercial trucks and vehicles with hydraulic lifts unload in Shed 1 and residential customers and hand unloaders use Shed 2. 11. The facility had recently completed repairs on the rear armor of Shed 2. The tipping floor and push walls were in good condition in both sheds. 12. Windblown litter was minimal and well managed at the time of inspection. Facility staff were actively picking up litter at the time of inspection. 13. The trench drains in both buildings were clear and appeared to be working properly. 14. Both loading tunnels were clean and well maintained at the time of inspection. 15. Loaded trailers are parked on an asphalt and concrete pad to the southwest of the transfer buildings. Any leachate that is lost from the trailers is collected by a drainage system that is connected to the Cane Creek Sewer System. 16. The facility has a new contracted hauler for waste disposal, Atomic Transport. All transfer trailers on site were in good condition and appeared to be leak resistant. Operations Inspection of Area 4 (Scrap Tire and Electronic Waste Collection) 17. Scrap tires are collected in four van trailers and are sent to US Tire in Concord, North Carolina for processing. 18. Electronics are collected, sorted and palletized, and sent to ECycle Secure in Charlotte, North Carolina for recycling. 19. Area 4 was well managed at the time of inspection. Page 2 of 4 FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management NORTH CAROLINA Solid Waste Section Operations Inspection of Area 5 (Treatment and Processing, Beneficial Fill) 20. The wood waste treatment and processing operation is permitted to receive land clearing waste and untreated/unpainted pallets. Pallets and land clearing waste are collected in separate stockpiles and the facility had recently contracted for grinding. 21. No unapproved material was observed in either of the stockpiles at the time of inspection. 22. Adequate access was provided around the stockpiles for firefighting equipment if it was needed. 23. The facility collects clean, unpainted concrete, brick and block, stockpiles the material and uses it for roadbed throughout the facility. Other Comments 24. The facility is in the process of reconstructing a relocated pole barn in Area 5. The facility plans on using this barn for their food waste composting program. The facility currently collects food scraps at the Citizens Convenience Center and sends them to Atlas Organics in South Carolina for composting.
