The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 - Life of Site Permit was issued 2/20/2017 as a combine permit wit facility #2805T and was reviewed before the inspection on John College’s computer copy. Facility is permitted to receive waste from Dare Co. Passed by the Dare
Co. Commissioners on August 02, 2004. Approved waste for this facility to receive: C&D, Inert Debris, Land Clearing and Asphalt. 02 - Facility has required signage. Locking gates and fencing for security. 03 - Interior roads are constructed of all-weather materials and well maintained. 04 - Incoming load tickets were not reviewed during this inspection. 05 - Waste screening records were not reviewed during this inspection. 06 - Covid-19 recommendations were followed during this inspection. 07 - Working face is kept small (< ¼ acre) for better management and quicker covering. 08 - Cover materials are stockpile on the top of the active cell and also at the cover material stockpile area. 09 - John College screened a couple of incoming loads on the working face. No non-conforming waste noted. 10 - There were non-conforming waste items that had been pulled out (Tires/Scrap metal/LP small tank) of other loads by facility staff to be taken to the proper areas for disposal or recycle. 11 - White goods containing CFC’s were upright until CFC removed and the place onto scrap metal pile. CFC removal records not reviewed during this inspection.
12 - Scrap metal pile has tires pulled out to be removed to the scrap tire trailer off-site to the Dare Co. Public Works Recycling Department. 13 - Land clearing and Yard waste has been ground recently and facility has started a new pile.
14 - Facility has 5 Certified Landfill Operations Specialist: Jonathan DeWeese, expires 11/16/2021, Deborah A. Equils, expires 6/21/2022, Thomas Tillett, expires 10/9/2022, Ashley Walston, expires 4/24/2022 and Doug Huff, expires 5/17/2021.
