PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection.
STATUS OF PAST NOTED VIOLATIONS: None

None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 – Facility has required signage. Locking gates and fencing for security. 02 – Interior roads are constructed of all-weather materials and well maintained. 03 – This facility has 8 Transfer Station Operations Specialist available: (Bowen) Kelvin Wrighton, expires 11/5/2021,
Mike Chesson, expires 5/18/2021, Martyn Mitchell, expires 11/14/2022 (Dare County) Shanna Fullmer, expires 10/9/2020, Doug Huff, expires 5/18/2021, Deborah A. Equils, expires 11/3/2022, Thomas Tillett, expires 10/9/2020 and Jonathon DeWeese, expires 11/15/2021. 04 – Screening records were not reviewed. 05 – Incoming load tickets were not reviewed. 06 – Facility has fire extinguishers and 1inch water hoses for fire control. 07 – This inspection was conducted during working hours. 08 – Overall tipping floor looks good. 09 – The waste deflectors are still scheduled to be replaced due to the amount of waste falling onto the load out bay floors. 10 – Floor drains in load out bays were cleaned out and working well during this inspection. 11 – Windblown trash on the inside of the chain link fence and around the facility was at a minimal. Most of this windblown trash is outside of the chain link fence as noted on past inspections. There is a dispute between the Contract Operator (Bowen) and Dare County (Permit Holder) on who is responsible for trash pick-up outside the fence. This needs to be resolved and cleaned up in full. Then it can be kept up with DAILY. This will be a Notice of Violation if not corrected by the next follow up inspection that will be conducted in September, 2020 to ensure compliance has been met. 12 – The leachate holding tank is pumped has plenty of storage. 13 – Covid-19 recommendations followed during this inspection. 14 – Permit issued 2/20/2017 was available and reviewed before inspection on John College’s computer.
15 – Trailer loading area looks good today. 16 – Overall, this facility is looking to be managed better other than the windblown trash noted above in bold. 17 – Digital Pictures were taken during this inspection. Some are attached to this report.
