ECS has completed the Letter Report for the above-referenced site that summarized the field activities conducted, results obtained, and our conclusions and recommendations. Site photographs are attached. PROJECT UNDERSTANDING The subject site is the Hill’s Grocery site located at 5024 US Highway 64 West in Hayesville, Clay County, North Carolina (Figure 1). According to the Clay County GIS website, Raj NC, LLC is the current property owner. Hill’s Grocery previously operated seven petroleum underground storage tanks (USTs) at the site consisting of one 8,000-gallon gasoline, one 6,000-gallon gasoline, one 3,000-gallon gasoline, two 2,000-gallon gasoline, one 2,000-gallon diesel, and one 1,000-gallon kerosene UST, until a gasoline seep into Sweetwater Creek was discovered in November 1989. In December 1989, the seven USTs were removed from the western and eastern portions of the site. Hill’s Grocery continues to operate as a gasoline station and convenience store using a UST system which includes three 6,000-gallon gasoline USTs. The installation date of these USTs is unknown. The locations of the former and current UST basins are shown on Figure 2. There is also an inactive off road diesel fuel AST present on the western portion of the site which still contains product. The location of this AST is indicated on Figure 3. In order to assess the site for petroleum impacts, soil samples were collected from the former UST basins in April 1993 using a hand auger, and surface water samples were collected from Sweetwater Creek. The results of the soil sample analysis detected the presence of petroleum hydrocarbons ranging from less than 1.0 milligrams per kilogram (mg/kg) to 11,800 mg/kg. The laboratory analysis of the surface water sample indicated concentrations of methyl-tert-butyl ether (MTBE) and total xylenes at 6.3 micrograms per liter (ug/L) and 22 ug/L, respectively. In May 1995, April 1996, December 1997, and April 1998, nearby water supply wells were sampled; however, compounds were not detected, with the exception of chloroform which was Letter Report – Hills Grocery Hayesville, Clay County, North Carolina NCDEQ Incident: TF-5314 ECS Project No. 49:2779-E April 6, 2020 2 detected in water supply well WSW-3 in April 1998. The locations of the water supply wells are indicated on Figure 4. Surface water samples were also collected from Sweetwater Creek and the unnamed tributary located north and west of the site in December 1997 and April 1998. A visible sheen was noted at several locations along the creek during the April 1996 sampling event. Laboratory analysis indicated toluene, ethylbenzene, and total xylenes in the surface water samples collected in December 1997, and benzene, ethylbenzene, total xylenes, and 1,2,4- trimethylbenzene in the surface water samples collected in April 1998. In January 1999, seven soil borings were advanced at the site, three of which were converted into temporary monitoring wells for collection of groundwater samples and determination of the direction of groundwater flow. With the exception of one soil sample collected north of the eastern UST basin, laboratory analysis of the soil samples did not indicate petroleum related constituents at concentrations above the laboratory reporting limits. Benzene was detected in the soil sample collected to the north of the UST basin located on the eastern portion of the site at a concentration exceeding its Soil-to-Water Maximum Soil Contamination Concentration (MSCC). Laboratory analysis of the groundwater samples detected targeted petroleum compounds at concentrations greater than their respective North Carolina 2L Groundwater Quality Standard (NC2LGWQS). The highest constituent concentrations were detected in the groundwater sample collected north of the eastern UST basin. The detected constituents included MTBE, isopropyl ether (IPE), benzene, ethylbenzene, toluene, and total xylenes. The groundwater sample collected from the location north of the western UST basin also detected MTBE at a concentration above the NC2LGWQS. Groundwater elevation data collected from the monitoring wells at this time indicated that the inferred groundwater flow was to the north toward the unnamed tributary of Sweetwater Creek. In April 1999, nearby water supply wells were sampled (Figure 4); however, no targeted compounds were detected. On May 8, 2003, permanent monitoring well MW-1 was installed within the former gasoline UST basin located on the eastern portion of the site (Figure 3). Laboratory analysis of the soil samples collected during the installation of this well detected several targeted petroleum related compounds at concentrations above their respective MSCCs. Analysis of a groundwater sample collected from monitoring well MW-1 also detected several petroleum related compounds which exceeded their respective NC2LGWQS. A receptor survey was conducted in 2003 during a Limited Site Assessment performed by S&ME, Inc. (S&ME). The receptor survey was updated in 2010, by S&ME. The 2003 receptor survey identified five water supply wells within 1,000 feet of the site. The 2010 updated receptor survey identified four active water supply wells to be within 1,000 feet of the source area and two water supply wells within 500 feet of the source area. In August 2006, groundwater samples were collected from monitoring well MW-1 and nearby water supply wells. Benzene and naphthalene were detected in the groundwater sample collected from monitoring well MW-1 at concentrations greater than their respective NC2LGWQS. No targeted compounds were detected in the water supply wells with the exception of bromoform and dibromochoromethane detected in the samples collected from water supply well WSW-1. In July 2010, groundwater samples were collected from monitoring well MW-1 and nearby water supply wells, and surface water samples were collected from Sweetwater Creek and the unnamed Letter Report – Hills Grocery Hayesville, Clay County, North Carolina NCDEQ Incident: TF-5314 ECS Project No. 49:2779-E April 6, 2020 3 tributary. Laboratory analysis detected benzene and naphthalene in the groundwater sample collected from monitoring well MW-1 at concentrations above their respective NC2LGWQS. Targeted compounds were not detected in the water supply well samples with the exception of MTBE detected in the sample collected from water supply well WSW-3A. The concentration of MTBE detected in the sample collected from water supply well WSW-3A was less than its NC2LGWQS. Between 2011 and 2017, samples were periodically collected from monitoring well MW-1 and various nearby water supply wells. Laboratory analysis indicated various targeted compounds in the sample collected from monitoring well MW-1 at concentrations greater than their respective NC2LGWQS, but less than their respective Gross Contamination Levels (GCLs). No compounds were detected in the water supply well samples collected during this period at concentrations greater than the laboratory method reporting limits. On May 10, 2018, groundwater samples were collected from monitoring well MW-1 and water supply wells WSW-2, WSW-3A, and WSW-4. Laboratory analysis of the groundwater sample collected from monitoring well MW-1 indicated multiple constituents above their laboratory detection limit, but less than their respective NC2LGWQS. Laboratory analysis of the groundwater samples collected from the water supply wells did not indicate targeted constituents greater than the laboratory method detection limit. On February 7, 2019, ECS personnel observed the advancement of one soil boring and the installation of one monitoring well (MW-2) in the location of former soil boring GP-5. The location of monitoring well MW-2 is indicated on Figure 3. On February 8, 2019, ECS personnel mobilized to gauge and sample the two monitoring wells (MW-1 and MW-2). Laboratory analysis of the soil sample collected during the installation of monitoring well MW-2 did not indicate targeted constituents greater than the laboratory method detection limits. Laboratory analysis of the groundwater sample collected from monitoring well MW-1 indicated multiple constituents above the laboratory detection limits, but less than their respective NC2LGWQS. Laboratory analysis of the groundwater sample collected from monitoring well MW-2 indicated multiple constituents greater than their respective NC2LGWQS, but less than their respective GCLs. On June 21, 2019, ECS mobilized to the site to collect a groundwater sample from monitoring well MW-2 and to collect a sample of the product from the onsite diesel AST. This was done in order to determine if groundwater impacts at the site were associated with the onsite AST. Upon review of the results of the samples by the “Piano Method”, it was determined that additional analysis was needed in order to compare the groundwater impacts to the product within the AST. On September 18, 2019, ECS returned to the site to collect additional sample from the onsite diesel AST and monitoring well MW-2. These additional samples were submitted for analysis of C8-C40 Full Scan. According to the results of the analyses as summarized by Pace Analytical Services, LLC (Pace), it appears that the groundwater impacts are not related to the current product within the site AST and are composed of gasoline-related constituents. Additionally, the gasoline in the groundwater appears to be weathered, possibly dating prior to when the initial release was identified seeping into Sweetwater Creek in November 1989. Letter Report – Hills Grocery Hayesville, Clay County, North Carolina NCDEQ Incident: TF-5314 ECS Project No. 49:2779-E April 6, 2020 4 FIELD ACTIVITIES On February 11, 2020, ECS gauged the liquid levels in and collected groundwater samples from monitoring wells MW-1 and MW-2. A summary of monitoring well construction details and liquid level data is presented in Table 1. The locations of the wells are shown on Figure 3. Prior to sampling the monitoring wells, each monitoring well was purged using a new disposable polypropylene bailer and new length of nylon cord. Each monitoring well was sampled using the same bailer and length of nylon cord. The wells were purged by evacuating a minimum of three well volumes using the bailer and cord in order to remove sand, silt and other fine sediments and to promote communication between the surrounding formation and the sand pack surrounding the screened interval of the well. Select geochemical parameters were collected during purging and are provided in Table 2. After purging was completed, groundwater samples were collected from the wells and transferred into sample containers provided by the laboratory. The Groundwater Sampling Data Sheets are attached. Following the collection of groundwater samples, ECS collected a surface water sample from Sweetwater Creek. The surface water sample location is shown in Figure 5. The surface water sample was collected by lowering a laboratory prepared non-preserved glass container into the surface water at an area of low flow. The collected surface water sample was then decanted into the laboratory prepared sample containers applicable to analytical method. The sample containers were labeled, placed into protective packaging material, and placed into a cooler with ice to maintain the samples at approximately four degrees Celsius. The groundwater samples were submitted to Pace located in Huntersville, North Carolina for chemical analysis. The groundwater samples were analyzed for volatile organic compounds using Standard Method 6200B plus IPE, MTBE, and ethylene dibromide (EDB). Chain-of-custody (COC) procedures were followed from sample collection through the transportation process. A copy of the COC is attached. LABORATORY ANALYTICAL RESULTS Results of the laboratory analysis of the sample collected from MW-1 detected seven compounds at concentrations greater than their laboratory method reporting limits, but less than their respective NC2LGWQS and GCLs. Analytical results of the sample collected from MW-2 detected naphthalene and total xylenes at concentrations greater than their respective NC2LGWQS, but less than their respective GCLs. Additional compounds were detected in the sample collected from monitoring well MW-2 at concentrations greater than laboratory method reporting limits, but less than their respective NC2LGWQS. Results of the laboratory analysis of the surface water sample SW-1 collected from Sweetwater Creek did not detect targeted VOCs above laboratory method reporting limits. A summary of the laboratory analytical results are included in Table 3. Sample locations are depicted in Figure 5.
